CANADA FUND FOR LOCAL INITIATIVES COORDINATOR
SOUTH AFRICA, LESOTHO, NAMIBIA

The High Commission of Canada in South Africa seeks a consultant to be the Coordinator of the Canada Fund for Local Initiatives (CFLI) program in South Africa, Lesotho, and Namibia. The Canada Fund for Local Initiatives (CFLI) supports small, high impact, results-oriented projects that promote core Government of Canada priorities, including in areas of human rights and good governance, the empowerment of women and girls, and action on climate change and environmental sustainability. Through contribution agreements, the CFLI provides funding for short-term projects that are modest in scope, scale, and cost and are usually conceived and implemented by local organizations.

GENERAL MANDATE

Under the direction of the CFLI Program Manager, the CFLI Coordinator for South Africa, Lesotho, and Namibia will be responsible for supporting the effective implementation of CFLI projects in those three countries. This includes project identification, project monitoring, financial oversight, and reporting, in accordance with CFLI and Global Affairs Canada regulations. The estimated value of project funds for South Africa, Lesotho, and Namibia will be CAD $480,000, which will fund an estimated 18-22 projects. The CFLI Coordinator position is critical to the successful delivery of the program.

SPECIFIC MANDATE

More specifically, the CFLI Coordinator is responsible for:
Maintaining an up-to-date working knowledge the CFLI policies and procedures;
Identifying local projects and organizations, which could benefit from CFLI;
Assessing CFLI project proposals, preparing summaries of short-listed projects, and participating in final selection of projects;
If necessary, helping recipient organizations prepare project documents, including budgets;
Preparing a Project Approval Document and Contribution Agreement for each approved project and any other required documentation;
Correspondence with recipient organizations, the High Commission, and Global Affairs Canada officials in Ottawa relating to various aspects of the program;
Monitoring project activities on a regular basis, keeping up to date on all relevant issues, and reporting to the CFLI Program Manager on a regular basis. The Coordinator may be required to travel in the countries where the selected projects are implemented;
Reviewing recipient organizations’ narrative and financial reports;
Drafting CFLI reports, including Monitoring Reports, End-of-Project Reports, and the Program Year-End Report (as needed);
Supporting the High Commission in CFLI promotion and advocacy, including with social media and public communications;
SELECTION CRITERIA

To be considered for contract award, candidates must meet the following mandatory criteria:
Eligible to work and reside in South Africa, Lesotho, and/or Namibia and be capable of travel within all three countries.
Written and oral proficiency in English.
Basic working knowledge of the following Microsoft applications: Word, Excel, Teams.
Candidates should possess at least one of the following educational criteria (point-rated):
Hold a Bachelor’s degree from a recognized university in a relevant field of study (disclose field of study) / OR
Hold a diploma or other form of certification/ OR
An equivalent combination of education, training and/or experience
Candidates should possess the following additional qualifications (point-rated):
Experience in at least one (preferably more) of: Project or program management; Grants and contributions administration; Accounting and financial management; Development cooperation; and Community development
Knowledge of South Africa’s, Lesotho’s, and Namibia’s political and economic environments and development priorities.
Experience working with a range of South African, Basotho, and Namibian stakeholders, preferably including civil society organizations, implementation partners and project beneficiaries.
Ability to communicate effectively, orally and in writing.
Experience managing development projects.
Experience working with a national or international development organization.
Experience working in the areas of human rights, women’s empowerment, good governance, and/or climate change.
Proficiency with Microsoft Excel.
Experience working with social media platforms ex. Twitter and Facebook.
Knowledge and experience related to CFLI Programs or other small grants programs.
Applications must be submitted in accordance with the relevant instructions and meet all mandatory evaluation criteria to be declared responsive. The responsive application with the highest technical score will be recommended for award of a contract.

LANGUAGE OF WORK
The Contractor must provide services fluently in English.

LOCATION OF WORK
Except to the extent that travel is required, work will be performed from the Contractor’s premises.

PERIOD OF CONTRACT
The contract period will be from 1st April 2022 to 31st March 2023. The contract can be extended for two additional one-year periods at Canada’s discretion.

LEVEL OF EFFORT
The anticipated level of effort during the initial contract period is 1,320 hours (approximately 176 days, based on 7.5-hour days).

RATE OF PAY
The Contractor will be paid a firm hourly rate of CAD 21.80 per hour based on qualifications and relevant experience. The Contractor will be reimbursed for the authorized travel expenses reasonably and properly incurred in the performance of the work, at cost, without any allowance for overhead or profit.
