WINGS – Terms of Reference: Project Management Consultancy
Overview
WINGS is seeking a part‑time Project Management Consultant to support coordination and delivery of its EU FFPA Programme, ensuring timely implementation, improved systems, and alignment across multiple workstreams.

Background
WINGS is implementing a multi‑year EU programme focused on:
- Strengthening the enabling environment for philanthropy
- Amplifying philanthropy’s voice in global policy spaces (e.g. G20)
- Building capacity for multi‑stakeholder partnerships (MSPs)
The 2026 work plan requires additional coordination support due to multiple consultant‑led deliverables and deadlines.
Objective
The consultant will support:
- Effective coordination and timely delivery of policy and advocacy priorities
- Alignment and oversight of multiple workstreams
- Strategic engagement with EU processes
Duration & Commitment
- Duration: 8–10 months
- Workload: Up to 8 days per month (part‑time)
Scope of Work
1. Coordination Across Workstreams
- Align timelines, deliverables, and dependencies
- Ensure consistency in outputs and messaging
- Identify risks, gaps, and overlaps
- Propose practical adjustments
2. Design and Delivery Tracking
- Develop workplans, trackers, and reporting templates
- Track progress against milestones
- Conduct quality reviews of outputs
3. EU Engagement Support
- Monitor EU developments and timelines
- Support preparation of EU‑related briefings and outputs
- Coordinate engagement activities (workshops, consultations)
4. Internal Coordination and Reporting
- Act as coordination link between internal teams and consultants
- Prepare progress updates, risk assessments, and decision briefs
- Support internal planning and EU reporting requirements
Key Deliverables
- Consolidated workplan and milestone tracker
- Coordination and tracking tools
- Regular progress and risk reports
- Inputs into EU engagement processes
- Handover documentation for internal use
Required Skills and Experience
- Up to 7 years’ experience in project or programme management
- Experience in policy, advocacy, or international cooperation
- Proven ability to coordinate multi‑consultant workstreams
- Strong organisational and stakeholder management skills
- Experience designing practical project management systems
- Familiarity with EU‑funded programmes
Preferred Experience
- Experience in philanthropy, civil society, or development sectors
- Ability to work independently in a part‑time role
- Strong prioritisation and time management skills
Budget and Payment
- Daily rate: Up to USD 300 per day
- Payments made monthly, based on actual days worked
