Job summary
The Head of Policy and Advocacy will lead the development and execution of WINGS’ policy and advocacy agenda. The role will anticipate emerging trends impacting philanthropy, provide strategic policy insights, and design advocacy initiatives that enhance philanthropy’s role in global policy discussions and forums. Working closely with the WINGS’ policy and advocacy team and the broader network, the role will streamline advocacy efforts, support research-driven policy engagement, and strengthen WINGS and the networks’ position as a key global voice in the sector.
Responsibilities
The Head of Policy and Advocacy will collaborate with the WINGS team and members on different projects. Main areas of responsibility will include, but are not limited to:
Strategy development and implementation
- Develop and implement WINGS’ policy and advocacy strategy in alignment with organisational priorities and global developments.
- Identify and articulate policy trends affecting philanthropy and civil society, providing strategic insights and actionable recommendations.
- Oversee and develop policy positions, reports, and briefings that strengthen WINGS’ advocacy efforts and thought leadership and ensure they influence relevant decision makers and actors.
- Track and strengthen the impact of the policy and advocacy efforts.
Advocacy and external engagement
- Lead strategic advocacy initiatives to strengthen the enabling environment and sector participation in key multi-stakeholder forums including at the UN, GPEDC, G20, Financing for Development forums, and Finance in Common.
- Cultivate and manage relationships with policymakers, government agencies, multilateral organisations, and other key stakeholders.
- Represent WINGS in high-level policy dialogues, coalitions, and international forums, positioning WINGS and the networks to be an influential actor; and leading member delegations at key forums.
- Support capacity-building efforts for WINGS’ members in policy engagement and advocacy skills.
Leadership and collaboration
- Lead and manage the policy and advocacy team, supporting the team’s professional and personal development.
- Ensure a personal and team culture that aligns with WINGS’ values.
- Collaborate internally with other teams to ensure policy and advocacy efforts are integrated and streamlined into WINGS’ broader programmes and communications.
- Support locally led and collaborative policy and advocacy efforts among the geographically, economically, and politically diverse network of worldwide member organisations.
- Provide advocacy support for research findings and other outputs across WINGS teams, translating them into actionable policy recommendations.
Requirements
This is a fully remote consultant position for 40 hours per week. Candidates can be based anywhere. The successful candidate will have the following:
- An advanced degree in public policy, political science, international relations, international development, global economy, development finance, or a related field.
- A minimum of 7 years of directly relevant professional experience working with philanthropy, international cooperation, and civil society.
- Strong understanding of global policy frameworks and regulatory environments affecting philanthropy and civil society space, multistakeholder collaboration for development, and financing for development such as blended finance.
- Experience working with development banks and/or multilateral organisations is an asset.
- Demonstrated ability to engage in cross-sectoral collaboration with high-level stakeholders, including policymakers, multilateral organisations, and civil society leaders.
- Proven experience in policy analysis, advocacy, and strategic influence at an international level, with the ability to navigate complex global policy environments.
- Strong research and analytical skills to assess global policy trends and provide strategic insights.
- Excellent oral communication and writing skills, with the ability to translate complex policy issues into compelling narratives.
- Experience in team leadership and management, including individual performance, strategy, and cross-organisational collaboration.
- Strong organisational capacity and excellent skills in planning, monitoring, and budget management.
- Fluency in English is required; proficiency in other languages is an asset.
- Ability to work independently and collaboratively in a dynamic, international environment.

Compensation for this position ranges from USD 63,000 – 75,000 per year and will be based on several factors, including the applicant’s geographic location.
