Positive Vibes Trust (PV) is an organisation working primarily across Africa. We are connected to national, regional and global partners as well as Movements. Our work centres around the themes of development, human rights and change. We are all about learning how to change societies and people’s lives for the better – and making concrete contributions to ending othering, discrimination and oppression. We align ourselves with the interests of groups, organisations and movements of people whose human rights are unjustly limited or denied. Currently, our strongest focus is on work with Sexual and Gender Minorities, People Living with HIV, and Adolescent Girls and Young Women. PV recognises that confronting othering in its many expressions and manifestations in a social system is a prerequisite to achieving just, equitable societies.
We Lead is a new, inspiring, innovative and far-reaching program aiming to improve the sexual and reproductive health and rights (SRH-R) of young women from four specific groups: that live with HIV, that have a disability, that identify as lesbian, bisexual, trans or intersex, and that are affected by displacement. The program truly puts these young women rightsholders in the driving seat, while supporting them to impactfully and sustainably advocate for their SRH-R. The program will be implemented in nine countries in Africa, the Middle East and Central America. The We Lead consortium consists of six civil society organizations (Positive Vibes, Restless Development, Marsa, FEMNET, the Central American Women’s Fund, Hivos). The strategic objective of We Lead is that, by the end of 2025, resilient young women with disabilities, living with HIV, affected by displacement or identifying as LBTI, play a leading role in strengthened and inclusive organisations and movements that enjoy increased public support and have convinced duty-bearers and health-service providers to take steps towards implementing laws, policies and practices that respect and protect these young women’s SRH-R.
The We Lead programme supports young women’s’ groups and organizations. The programme will connect these rightsholders with one another in local Communities of Action (CoAs) and support and coach them, so that they are better able to advocate for, claim, protect, and promote their SRH-R. We Lead supports with funding (through an innovative participatory grantmaking mechanism) and capacity strengthening and coaching as well as linking and learning initiatives. PV seeks to appoint an experienced and skilled Programme Manager for this five year project to be based in Cape Town, South Africa. This is a full-time position – with an initial 12-month contract. Applicants must have a South African identity document or a valid work permit.
We Lead Programme Manager
The incumbent will provide overall leadership and management to the programme and interact with the consortium and technical partners as well as country partners, at national, regional and global levels. This position reports to the Deputy Director.
Key areas of responsibility will include:
Leadership and Performance of We Lead
Ensure the high performance and overall consortium success of We Lead on behalf of Positive Vibes.
Participate in relevant governance and coordination structures within the wider consortium, and ensure that internal Positive Vibes governance processes align with overarching consortium needs.
Ensure quality standards and innovation through the programme are documented and shared across the consortium, Positive Vibes and the sector.
Lead the workplan, operational development and implementation of the programme.
Ensure the clear and consistent application of the PV accompaniment approach in relation to organisations, leaders, and movements, and especially in relation to responsible and meaningful methodology transfer.
Support the development and facilitation of Communities of Action and Communities of Practice.
Liaise and communicate with partners across all levels of the programme including the PV Cape Town and Namibia offices, the collaborating core partners in different components of the programme, and related global, regional and country based programme activity partners.
Develop terms of reference and manage associates and consultants supporting programme delivery.
Provide effective leadership and management to the We Lead Programme Team.
Budgetary control and oversight
Monitor detailed expenditure ensuring adherence to the budget (including regular expense verification with the financial Team).
In conjunction with the finance team produce accurate financial reports and forecasts for internal use and for the donors to the programme.
Monitoring, Evaluation, Accountability and Learning (MEAL)
Lead the development and implementation of an overall MEAL framework for the programme which aligns with the PV MEAL approach.
Update and monitor progress of the entire programme (activities, outputs, outcomes and impact) in accordance with the MEAL framework.
Ensure the programme clearly evidences alignment to the PV strategy and theory of change and core principles around accompaniment and learning, demonstrating strong internal coherence.
Ensure the programme generates, disseminates, stores and effectively utilises knowledge products and lessons learnt from its practice and experience, internally and externally.
Produce regular reports on the progress, results and lessons learned of the programme.
Ensure that narrative and financial reports are completed in accordance with donor contracts and requirements.
Resource mobilisation for the programme:
Work with the Senior Leadership Team to identify new sources of funding and support for the programme.
Liaise with donors on possible contributions to the programme.
Working with the Senior Leadership Team to draft proposals for the various aspects of the programmes development.
Applicants should possess:
Demonstrated ability to lead large-scale strategic programmes across multiple countries and global regions.
Experience leading and managing teams, including personnel development and capability management.
Tertiary qualifications in fields such as human rights, law, international development, public health or related social sciences.
Strategic and systems-thinking orientation.
Strong writing, advocacy and public speaking ability.
Be well organised and have advanced management skills to plan, manage and coordinate projects, partners, people, budgets and risk.
Fluency in English & valid driver’s licence.
Willingness to travel regionally and internationally.
Experience in working with and sensitivity for Rightsholder issues.
Experience and deep understanding of Human Rights and development sector work.
Experience in working with donor funded systems and procedures.
Good, up to date knowledge of SRH-R approaches.
Self-motivation, enthusiasm and ability to take initiative and work independently.
