BACKGROUND:

The Government of Lesotho is implementing the Smallholder Agricultural Development Project (SADP) II with financial support from The World Bank, Government of Japan and the International Fund for Agricultural Development (IFAD). The project covers ten districts – Maseru, Leribe, Botha-Bothe, Mokhotlong, Thaba Tseka, Berea Mafeteng, Mohale’s Hoek, Quthing and Qacha’s Nek. SADP is coordinated by the Project Management unit (PMU) based in Maseru.

DUTIES AND RESPONSIBILITIES

The Water Resource Specialist shall be responsible to the Project Director of the SADP Project Management Unit (PMU) and shall:

  • Play a leading role to the identification, rapid appraisal and feasibility studies of potential irrigation sites, in liaison with the District/Area staff.
  • Assess year-round water availability, possible cropping patterns and prepare different design options in consultation with user communities for on-farm water distribution, taking into account climate change patterns.
  • Consultation and sensitisation of farmers in the Catchment Area on irrigation scheme design options, and implications for construction and Operational and Maintenance of infrastructure and water management.
  • Prepare design for rehabilitation of small-scale irrigation schemes;
  • Identify and plan for relevant land husbandry/soil and water conservation activities in and around the schemes.
  • Mobilisation of the farmers for beneficiary contribution to scheme implementation and water fee payment for maintenance of infrastructure works and water management.
  • Advise on procurement of irrigation equipment and prepare Bills Of Quantities for tendering of irrigation rehabilitation civil works;
  • Provide oversight and supervision for the installation of equipment or rehabilitation works on irrigation schemes, and issue works completion certificates.
  • Provide oversight on beneficiary participation and contribution to construction.
  • Coordinate study visits on irrigation scheme development and management in the region.
  • Provide contributions to policy development on irrigation development in Lesotho, by for example contributing case studies and writing concept notes.

 QUALIFICATIONS

  •  Bachelor’s Degree in a relevant field such as Irrigation engineering, Agricultural engineering, Rural Engineering, Soil and Water Resources Management.
  •  

REQUIRED EXPERIENCE

  • At least 5 years of professional experience in irrigation development;
  • Ability to design small-scale irrigation schemes and design of rehabilitation of on-farm water management systems;
  • Experience with designing and supporting farmer-managed Irrigation schemes (WUAs)
  • Ability to work in multi-disciplinary teams;

DURATION: Two years  

SKILSS / ABILITIES

  • Community leadership and mentoring skills, able to support, motivate and liaise effectively with community groups.
  • Ability and experience in workshop facilitation and giving presentation in both formal and non-formal settings.
  • Ability to develop training programs and lessons plans
  • Excellent organisational and interpersonal skills
  • Ability to work independently and lead a team of communities.

CONDITIONS

  •  Renewal of the contract will be subject to satisfactory performance andfunds availability.
  • The Client shall render the Water Resources Specialist with all such facilities as may be reasonably required to enable the Specialist to discharge his/her duties that is office space, laptop/computer, landline telephone, and transport.

The attention of interested Consultants is drawn to Section III paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and revised in November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with selection of Individual Consultants Method set out in Procurement Regulations.
