Purpose of Position
To implement the Water Supply components of Water Sanitation and Hygiene Projects. The overall purpose of this position is to support the Water, Sanitation and Hygiene Program
(WASH) in providing technical support on water supply and sanitation engineering and water quality standard intervention mandated under WASH Strategy of World Vision in Lesotho. The
WASH Technician will serve as a custodian of technical quality and integrity of all water supply and sanitation engineering, and water quality surveillance interventions supported by WV in the country. The WASH Technician will be responsible for ensuring technical appropriateness of interventions and implementation strategies adopted by various projects/program support of the WASH strategy.
Major Responsibilities

Program Implementation, Management and Evaluation 40%
 Facilitate to ensure that project activities are implemented timely, efficiently and effectively to meet project objectives and standards.
 Assist in needs assessments, baseline surveys, inventories, data collection and analysis activities incidental to project implementation.
 Prepare and use appropriate project specific Information, Education and Communication (IEC) and training materials for operation and maintenance.
 Supervise and monitor boreholes drilling and installation of pumps and other construction works at project sites to ensure that they meet functional, durability and other technical standards.
 Monitor the bacteriological and chemical quality of water supplied through WASH projects and give advice to WASH staff accordingly.
 Survey, design, plan, and implement all WASH relevant construction/rehabilitation works (i.e. gravity scheme networks, solar power networks, sanitation infrastructure in communities, schools & health facilities).
 Develop all necessary monitoring and supervision tools used for construction projects.
 Ensure quality implementation of construct/rehabilitation works with respect of specifications and timeline of implementation.
 Provide technical WASH relevant support to all projects within the Regional offices.

Representation and Networking 30%
 Supervise the activities of service providers contracted to provide water supply and sanitation facilities at project sites.
 Participate in incidental responses to WASH or health related emergencies /disasters.
 Enforce stewardship by ensuring efficient and effective utilization of project resources for the intended purpose
 Participate in the WASH Technical Working Groups meetings/forums and NGO networks in Lesotho and contribute to the development of national policy/implementation guidelines
 Coordinate and collaborate with the Department of Rural Water Supply and its partners to ensure that WV appropriately participates and contributes to the priorities of the Ministry of Water development’s goals.
 Participate in the proposal development teams for preparing competitive proposals for various donors

Reporting and administration
 Providing good quality monthly progress report of the construction works.
 Prepare & process completion report by end of each infrastructure completion.
 Prepare & process WASH infrastructure hand over documents with community and line governmental departments.
 Prepare on time monthly, quarterly, semi-annual & annual report.
 Ensure that separate databases developed to capture all quantitative details for each project and are up to dated.
 Monitor and provide inputs in procuring construction materials.
 Proper documentation of project technical documents such as drawings, Bills of Quantities (BoQs), Specifications, completion report, hand over forms and etc.

Knowledge, Skills and abilities
 Excellent English communication skills (oral and written), interpersonal, organizational and time management skills.
 Ability to work with minimal supervision.
 Computer literacy
 Extensive travelling to the field
 Must have a code B driver’s license
 Must be a committed Christian, able to stand above denominational diversities
 Experience in solar-powered submersible pumps and gravity flow designs
 Conversant with Water application

Minimum education, training and experience requirements
 Must have Diploma in Water Engineering, Civil engineering or any other relevant discipline. Degree in Water Engineering, Civil engineering or any other relevant discipline will be an added advantage
 Minimum of three (3) years’ experience in implementing rural water supply and sanitation projects.
 Must have a verifiable experience with the construction of boreholes, shallow well and other types of rural water supply systems.
 Must demonstrate knowledge in design techniques and design tools. Interpret technical plans, drawings and models.
 Must have verifiable experience coordinating and supervising contract services by private contractor for the construction of rural water supply systems.

Working Environment / Conditions:
 The position is Office-based with frequent travel to the implementing districts.
 Extensive domestic travel.
