Summary:

Responsible for supervision of overall warehouse operations. Ensures that all non-expendable property is cataloged in ILMS, and certifies property records via quarterly and annual inventory reports. Supervises contracted casual laborers to assist with various warehouse duties, coordinates with the security company and warehouse landlord, organizes furniture transfers, set-ups for representational events and works with customer offices to make sure their supply needs are met in a timely manner.

Duties

1. Responsible for maintaining a neat, organized and safe warehouse environment. Incumbent ensures that all warehouse stock is appropriately protected from dust and damage. Ensures that high-value items are locked in the ‘cage’ area and maintains secure control of the key.

2. Supervises two (2) LE staff; Warehouse Assistant and the Supply & Receiving Clerk. Accordingly, the incumbent is responsible for completing regular counseling sessions and yearly performance reviews.

3. Ensures that all non-expendable property in the warehouse is in working condition. Clearly identifies broken/malfunctioning items and liaises with Maintenance/Procurement to repair/replace broken items. Advises GSO/GSO Specialist as to which items should be disposed, donated or sold at auction, and coordinatse auction in a recurrent and timely fashion.

4. Processes non-expendable and expendable supply requests from Embassy staff. Liaises with end-user to determine details of request and delivery times. Informs GSO/GSO Specialist when frequently-used stock needs to be replenished, and communicates delays/timelines with their customer.

5. Responsible for entering all warehouse non-expendable property into ILMS and ensuring accuracy. Tracks the movement of property, changing the location code as required. Completes annual and quarterly inventory reports for non-expendable property (Capitalized Property Report, CMR Household Inventory Report, CMR Representational Inventory Report) and certifies that property records are complete and accurate. Conducts spot checks on a routine basis to optimize internal controls guarding against theft/fraud. Provides residential tenants with an accurate inventory of their residence within 30 days of move in.

6. Responsible for removal once a month to the city dump of trash from the warehouse compound. Assists with transportation of large items to various venues in town (i.e., AISL, CMR, etc). Responsible for the safe operation of the 3.5 ton truck and the forklift.

7. Implements sound security measures to guard against damage or theft to warehouse items. Ensures that the loading dock door and front door are locked when leaving the warehouse. Reports broken locks and windows to the GSO/RSO for immediate repair. Uses the electronic lock on the warehouse interior gate to permit authorized individuals into the warehouse.

8. Maintains separate areas in the warehouse for receiving, disposal, expendable supplies, event items and customer offices.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  Minimum four years of progressively responsible experience being responsible for the management of warehouse operations at a level equal to or greater than that of the US Embassy is required.Education

LANGUAGE:  Minimum Level 3 (good working knowledge) English for writing/speaking/reading is required. Minimum Level 4 Sesotho for speaking is required.

SKILLS AND ABILITIES:  Must be proficient in MS Word, MS Outlook, WEBPASS software, and MS Excel. Must have ability to easily learn and use USG-specific software, specifically but not limited to Ariba ILMS, WEBPASS. Basic numerical skills for taking inventory is required. Ability to lift moderately heavy items is required. Must possess a valid driver’s license.
