Duties

Responsible for the timely examination and processing of all types of payments: advances, VAT & tax and remediation vouchers, invoices, and other documents which require payment in U.S., local or third currency for goods, services, employee reimbursements and other expense transactions for all USG appropriations. Ensures compliance with ICASS Uniform Service Standards, Prompt Payment Act of 1982, as amended and the applicable appropriations law. Serves as Designated Billing Officer (DBO) and maintains and reports metrics. Responsible for ensuring continuity of operations by managing SOPs and training backup personnel.

Requirements:

EXPERIENCE:  Three years of progressively responsible experience in the accounting, budget and financial management field is required.

JOB KNOWLEDGE:  Familiarity with 3 FAH/FAM, 4 FAH/ FAM (including appendix A&B), 5 FAH/FAM Records Management, 6 FAH ICASS / 6 FAM General Services, 12 FAM Diplomatic Security,  14 FAM Logistics, 16 FAM Medical, JTR, DSSR, GAO Decisions, Appropriations Law, CGFS Guidelines, Cashier User Guide (CUG), Uniform Service Standards, Prompt Pay Act, Anti-Deficiency Act, Federal Acquisitions Handbook, Purchase Card Program, and other published.Education Requirements:

High School Diploma (Matric), and two years of College/University studies in Finance, Admin, Accounting and/or Financial Management is required.  Must be familiar with and have a solid instructional background in Debtors / Creditors management and reporting, Generally Accepted Accounting Principles (GAAP), payment and financial auditing, and banking services.Evaluations:

LANGUAGE:  Level IV English

SKILLS AND ABILITIES: Must have strong interpersonal and analytical skills, computer literacy (will be tested), problem solving and conflict resolution ability, work independently, deadline oriented and be able to carry out several complex projects simultaneously. Ability to interpret financial regulations and reports, report on qualitative and quantitative performance goals, and familiarity with GAAP is required.  Must be able to demonstrate good customer service to internal clients and external contacts.
