TERMS OF REFERENCE
Position: Videographer/Photographer

1. Purpose of the Consultancy
The United Nations Population Fund (UNFPA), in partnership with the Government of Lesotho and the private sector, continues to invest in youth empowerment, gender equality, and sexual and reproductive health and rights (SRHR).
As part of these efforts, UNFPA has supported several key initiatives, including:
- Assisting the Ministry of Gender, Youth and Social Development (MGYSD) in developing a Sanitary Pads Distribution Model, which will be launched in Mokhotlong as a pilot district.
- Mobilizing partnerships with the Chief Executive Officers of Vodacom Lesotho, Letšeng Diamonds, and the Lesotho Highlands Development Authority (LHDA) to support UNFPA’s youth empowerment programme, particularly the revitalization of Thakaneng Youth Resource Centres.
A joint high-level fact-finding mission to Mokhotlong is planned to assess the centres and identify strategic opportunities for their revitalization.
Additionally, through the Safeguard Young People (SYP) Programme, UNFPA has supported Help Lesotho in implementing a transformative youth empowerment initiative in Thaba-Tseka, focusing on Comprehensive Sexuality Education (CSE) and Social Behaviour Change and Communication (SBCC).
An amplification event will be held to celebrate the success stories of beneficiaries and highlight the programme’s community impact.
To document these significant events, UNFPA Lesotho seeks the services of a professional Videographer/Photographer to produce high-quality multimedia materials for advocacy, visibility, and reporting purposes.
2. Objective of the Assignment
The purpose of this assignment is to visually document and tell compelling human-interest stories around key UNFPA interventions occurring in November 2025.
These include:
- Launch of the Sanitary Towels Distribution Model – Mokhotlong, 20 November 2025
- Amplification of the Safeguard Young People (SYP) Programme – Thaba-Tseka, 26 November 2025
- High-Level Fact-Finding Mission – Mokhotlong, 27–28 November 2025
- Visit of the UNFPA Regional Director to Lesotho – 24–27 November 2025
Overall Objective: Capture, produce, and communicate the human impact of these programs through powerful visuals and storytelling.
3. Scope of Work and Responsibilities
Event 1: Launch of the Sanitary Pads Model (Mokhotlong)
- Date: 20 November 2025
- Accompany the delegation throughout the visit and document the official launch activities.
Event 2: UNFPA Regional Director’s Visit to Lesotho (including SYP Event in Thaba-Tseka)
- Dates: 24–27 November 2025
- Document engagements and field activities across visits.
Event 3: SYP Programme Amplification Event (Thaba-Tseka)
- Date: 26 November 2025
- Capture speeches, stakeholder interactions, and compelling stories of programme beneficiaries.
Event 4: High-Level Fact-Finding Mission (Mokhotlong)
- Dates: 27–28 November 2025
- Capture visuals of UNFPA leadership, CEOs, and government officials during the mission.
4. General Responsibilities (Applicable to All Events)
- Capture high-quality media: Produce professional photographs and videos of all key moments.
- Conduct interviews: Record short on-camera interviews with key stakeholders and beneficiaries (youth, girls, local leaders, etc.).
- Document interactions: Capture candid engagements between delegation members and communities.
- Show environments: Capture visuals of relevant settings (Youth Centres, schools, health facilities, and community areas).
5. Deliverables
After completion of the assignment, the consultant will provide:
- 3 Human Interest Stories (800–1,000 words each) highlighting individuals or communities impacted by the initiatives.
- 4 Highlight Videos (2–3 minutes each) summarising the events, featuring interviews, ambient sound, and captions.
- Short Social Media Videos (30–60 seconds) optimised for online platforms.
- At least 50 High-Resolution Photographs with proper captions suitable for print and digital use.
- Shot List and Captions documenting names, locations, and context for all visuals.
6. Duration and Working Schedule
- Duration: 20 working days
- Start Date: 20 November 2025
- End Date: 15 December 2025
7. Place of Work
- Primary Location: UNFPA Lesotho Country Office, Maseru
- Field Locations: Mokhotlong and Thaba-Tseka (as part of event coverage)
8. Delivery and Submission of Work
Deliverables — including videos, photographs, and written stories — will be submitted electronically by 15 December 2025.
9. Monitoring and Reporting
All content will be reviewed and approved by the UNFPA Representative. The consultant will work under the direct supervision of the UNFPA NPA for Adolescents and Youth, with support from the Communications Assistant.
10. Expected Travel
- Travel within Lesotho (Mokhotlong and Thaba-Tseka) as required.
11. Required Qualifications and Experience
- Proven experience in videography, photography, and multimedia storytelling (portfolio required).
- Experience documenting development or humanitarian programmes, particularly those focused on youth, gender, and health.
- Ability to capture emotionally compelling narratives aligned with UNFPA’s communication standards.
- Proficiency in editing software (e.g., Adobe Premiere Pro, Final Cut Pro, Lightroom, Photoshop).
- Excellent written and spoken English and Sesotho.
- Familiarity with UN or donor communication standards is an asset.
12. Inputs Provided by UNFPA
UNFPA will provide:
- Relevant programme materials and background information.
- Coordination and logistical support during field visits.
The consultant will provide:
- Professional video and photo production equipment.
- All deliverables listed above (videos, human-interest stories, and photographs).
