Overview: 

KARABO EA BOPHELO at Baylor College of Medicine Children’s Foundation – Lesotho. The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Lesotho. 

BCMCFL is looking for highly qualified local candidates to fill in the following positions available under Karabo Ea Bophelo Project on a full-time, Fixed-Term Contract basis.

Duties and Responsibilities

Position Overview

The VAC-GBV Technical Specialist will address and respond to all cases identified during implementation of the Karabo ea Bophelo project. S/he will responsible for coordination, case management, mediation, referral, and representation of cases before courts of law. The position is based in Maseru and reports to Project Manager.

Responsibilities include, but are not limited to the following:

  • The VAC-GBV Technical Specialist will serve as the primary point of contact for KB consortium partners and other stakeholders on VAC-GBV legal response and referral matters
  • Manage, coordinate, and provide legal technical assistance to OVC, DREAMS, and VAC-GBV field cadres
  • Draw up litigation process and represent KB program clients in all courts of law in Lesotho 
  • Conduct legal rights education and awareness raising on issues of human rights and law
  • Make follow-ups on all active/ pending cases with the intent to compile a pending legal database per district, the status of each case and nature of response still outstanding
  • Provide legal advice, mediatization, referral and linkage of all cases to other KB implementing partners/cadres and national stakeholders
  • Ensure delivery of accurate legal information to KB program beneficiaries and stakeholders
  • Facilitate VAC-GBV and human rights trainings for all KB staff and participate in program coordination meetings
  • Strengthen collaboration with clinical partners and health facilities to track referrals for post VAC-GBV clinical services
  • Lead research activities, data collection, analysis and report writing
  • Finalize and close out any other legal response interventions under the KB program and provide weekly, monthly, quarterly and annual progress reports to the management
  • Perform any other duties as may be assigned by the management 

Educational Qualifications, Work Experience and Key Competencies

Bachelor of Laws (LLB) and at least three (3) years of experience with community-based VAC-GBV legal response programs focused on the needs of children, adolescents, and underserved populations. 

Key Competencies and Skills 

  • Experience implementing USAID and/or PEPFAR-funded VAC-GBV response programs 
  • Demonstrated experience in case management, mediation, referral, and representation of cases before courts of law
  • Excellent written and oral communication skills with proven ability to write reports that meet donor requirement.
  • Demonstrated capacity to provide VAC-GBV legal guidance to colleagues, partners, and stakeholders.
  • Self-guided with strong organizational and planning skills.
  • Demonstrated ability to work with local partners in a productive and effective manner
