Project Overview & Role
Translating Data for Implementation (Data.FI) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.
Primary Duties and Responsibilities
- Collaborate with HQ and OHA to draft and develop the DQA findings and recommendations report.
- Utilize routine field DQA slide decks and summaries to inform the report.
- Participate actively in DQA activities to gain insights and data for reporting.
- Review and analyze existing DQA slide decks and summaries.
- Draft a detailed report on DQA findings and recommendations.
- Participate in field DQA activities to ensure accurate data collection and interpretation.
- Collaborate with project teams to ensure alignment and accuracy in reporting.
- Provide insights and recommendations for improving DQA processes.
This position is based in Maseru, Lesotho. The term of this assignment is expected to be up to 27 days in September – November 2024.
Key Deliverables
- A comprehensive report on USAID DQA findings and recommendations.
- Summary of participation and insights gained from DQA activities.
- Recommendations for enhancing future DQA processes and reports.
Required Qualifications
1. Academic Qualifications
- A minimum of a bachelor’s degree in public health, Statistics, Data Science, or a related field. A Master’s degree is preferred.
- Certification in Monitoring and Evaluation (M&E) or Data Quality Assessment (DQA) is highly desirable.
2. Professional Experience
- At least 3-5 years of experience in data quality assessments, monitoring and evaluation, or related fields.
- Experience working with international development organizations, particularly those funded by USAID/PEPFAR, is an advantage.
3. Technical Skills
- Proficiency in data analysis software and tools such as SPSS, STATA, or R.
- Strong understanding of data management systems and practices.
- Ability to interpret and present complex data in a clear and concise manner.
4. Soft Skills
- Excellent communication and presentation skills.
- Strong organizational and time management skills.
- Ability to work independently and as part of a team.
- Cultural sensitivity and ability to work with diverse populations.
5. Other Requirements
- Willingness to travel to field sites as required.
- Knowledge of local health systems and data management practices in Lesotho.
- Fluency in English; knowledge of Sesotho is an added advantage.
