Job Title: UHC Planning & Financial Lead (1)

Reports To: Director of Policy and Partnerships

Location: Maseru Office

Position Overview:

The Universal Health Coverage (UHC) Planning and Financing Lead uniquely contributes to spearheading change towards PIH Lesotho’s mission and Ministry of Health (MOH) priority to achieve universal health coverage. The UHC Planning and Financing Lead reports to the Director of Policy and Partnerships and will collaborate with cross-cutting departments. The Lead will work closely with PIH’s Global Health Financing Team and PIH Policy and Partnership teams based in Boston.

The UHC Planning and Financing Lead leverages economic analysis, strategic planning and health financing policy reform towards the goal of universal health coverage. The Lead will leverage costing and economic analysis of PIH-supported health programs and innovations to support policy planning, costing and resource mobilization efforts. Using economic evidence as proof of concept, the UHC Planning and Financing Lead advocates with PIH Lesotho leadership for the replication or scale up of critical health interventions. At the request of the MOH, the UHC Planning and Financing Lead will provide accompaniment to MOH leadership in planning and costing efforts, providing technical assistance in economic evaluation, defining priorities including health benefits package, enhancing strategic purchasing, and resource mobilization.

Responsibilities:

  • Conduct comprehensive costing analysis that can inform health system strengthening approaches, including TB elimination
  • Collaborate with the Development team to support resource mobilization planning and costing and policy task teams to support policy and strategy planning and costing
  • Conduct quantitative analyses, including economic analysis and costing, cost-benefit analysis, economic evaluation to support PIH Lesotho’s goals towards UHC, including TB elimination, and innovative rural healthcare delivery.
  • Develop case studies for publication, documentation, and conduct literature reviews on health financing policy topics in order to formalize the team’s overall approach to equitable health financing.
  • Provide capacity building training to colleagues at IMB-supported sites and government partners on planning best practices and costing tools.
  • Other responsibilities as assigned

Ministry of Health Accompaniment (30%)

  • Accompany the MOH in technical areas pertaining to health sector costing and strategic planning, domestic resource mobilization, economic evaluation, priority setting and health financing policy
  • Participate in technical working groups and steering committees, meeting management, and technical writing and costing
  • Other responsibilities as assigned

Advocacy (20%)

  • Support PIH Leadership to advocate for UHC, including TB elimination to achieve equitable access to quality health services without financial hardship.
  • Develop and present economic analysis, case studies, and success stories to demonstrate the impact of UHC investments on health equity and poverty reduction
  • Build the capacity and coalition of health planners, civil society, and community-based organizations across technical working groups to advocate effectively for UHC

Minimum Qualifications:

  • Advanced degree in health economics, public health, public policy, business or other relevant disciplines preferred;
  • At least 5 years of experience in a relevant field (e.g., health financing, health economics, financial management, health systems, management consulting, health policy) in the public or private sector with increasing responsibilities;
  • Highly skilled in analytics and information management, with excellent analytical, problem solving, and quantitative cost modeling skills;
  • Demonstrated experience leading complex projects, from strategy design to implementation, including costing and economic analyses, preferably in the public health sector;
  • Excellent communication and presentation skills with the ability to write in a clear and concise manner, as well as distill complex analyses into data visualization;
  • Direct experience working with government institutions, informing development of government strategy, policy, and operational plans, preferably in health financing or health system is advantageous
  • Ability to think strategically and work proactively in a fast-paced environment;
  • Ability to learn on the job quickly and absorb and synthesize a broad range of information;
  • High level of proficiency in Microsoft Office, Excel, PowerPoint, and Word.
  • Interest in social justice and global health strongly desirable  Fluency in spoken and written English required, with fluency in Sesotho a plus
