JOB SUMMARY
Under the general supervision of the Assistant Human Resources Officer, the incumbent is responsible for facilitating the availability of transport, preparing the sectional budget, maintaining the ministerial fleet, and supervising and training staff.
MAIN DUTIES
1. Facilitates Availability of Transport
- Arranges daily transport allocation to departments and divisions based on requisitions.
- Prepares transport-related permits, vehicle hire, and lease documents as needed.
- Authorises transport requisition forms and allocates transport accordingly.
- Provides reports on transport-related matters.
2. Maintenance of Ministerial Fleet
- Designs and develops transport guidelines aligned with Public Service Rules and Regulations.
- Checks weekly that departmental logbooks are properly filled and signed.
- Monitors monthly vehicle usage against fuel consumption and mileage.
- Arranges vehicle maintenance schedules according to motor plan.
- Ensures vehicles are serviced at stipulated mileages for safety.
- Advises management on vehicles that have exceeded their economic lifespan.
3. Preparation of Sectional Budget
- Participates in sectional budget preparation aligned with divisional work plans and budgetary guidelines.
- Compiles sectional budgets into the divisional budget for departmental integration.
- Negotiates and defends the sectional budget during divisional budget discussions.
4. Supervision and Training of Staff
- Holds periodic meetings with drivers for planning and reporting.
- Oversees proper acquisition and use of fuel and lubricants.
- Guides staff in completing accident reports and related documentation.
- Conducts quarterly progress review meetings with individual drivers.
- Performs annual performance appraisals to assess success, challenges, and training needs.
- Identifies training and development needs and establishes strategies to enhance driver competence and effectiveness.
JOB SPECIFICATION
Education and Licensing Requirements:
- COSC plus a valid driver’s licence (minimum 2 years)
OR - G.C.E/J.C plus a valid driver’s licence (minimum 3 years)
Experience:
Four (4) years of work experience in the field of transport
Three (3) years of work experience in the field of transport
