Purpose of the job

To provide on-going technical expertise, guidance, coordination and implementation of activities related to the domestication and implementation of international and regional legislative frameworks on transnational organised crime in the SADC Region, and Key Result Area 3 of the 11th EDF Programme: Strengthened capacity of SADC member states to uphold and enhance cross-border safety and security. The position is located in the Police Sector of the Organ Directorate.

***Please note that the duration of the contract is tired to the duration of the Project. The Project is for 42 months effective from the date of Agreement between SADC and the Cooperating Partners.

Duties and Responsibilities; 

Strategic Planning, Programming and Implementation


•Develop and implement multi-annual and annual work plans consistent with the SADC Planning Monitoring and Evaluation (SPME) policy requirements
•Coordinate the implementation of annual and quarterly work plans for the timely achievement of the set outputs and objectives in adherence to SADC set procedures; 
•Timely production and submission of regular project implementation progress reports
•Ensure efficient and proper usage of funding for programme and project implementation 
•Work with staff in the Organ Directorate towards the realization of sector strategic objectives

Provision of technical advice and support 

•Facilitate review and strengthen existing SADC protocols, strategies, policies and declarations on Transnational Organised Crime (TOC) in line with international and regional human rights obligations;
•Provide and coordinate technical support for domestication of international and regional protocols and strategies through development of legislation and/or dedicated action plans at national levels;
•Coordinate, develop standard operating procedure on conduct Joint bilateral and simultaneous operations on responding to TOC
• 
•Conduct training for law enforcement agencies and criminal justice practitioners to address and reduce incidence of TOC in the SADC region, with specific attention to improve capacities for detection, investigation and prosecution of TOC, in particular focusing on emerging crimes ;
•Support to the implementation of the SADC Chiefs of Police/SARPCCO Strategic Plan (2016-2020) promoting close cooperation amongst police, state security, other law enforcement agencies and criminal justice agencies and other relevant stakeholders in addressing transnational crime; 
•Conduct training of member states’ police personnel in using the Interpol I-24/7 system (in particular at ports of entry) and information exchange across countries;
•Develop joint standard operating procedures for detection, investigation and prosecution of transnational organised crime between member states. 
•Coordinate develop cooperation agreements with strategic partners on TOC 
•Facilitate support cooperation through regional workshops on national focal points and other stakeholders in line with SADC Chiefs of Police/SARPCCO strategic plans 
•Enhance MS capacity building to exchange information on TOC
•Facilitate, conduct regional training of trainers for law enforcement agencies focussing on border point entry
•Strengthen the implementation of researched and analysis on Regional Organised Crime Treats (ROCTA)


People and Performance Management 

•Compliance with all relevant Secretariat values, policies and standards, and statutory requirements; 
•Work towards building a positive and compelling workplace and team culture; 
•Undertake any other duties as delegated by the E.S., Director, the Programme Manager, Senior Officers for Police and Public Security Sectors;. 

Servicing of Relevant Technical & Policy Committees, Meetings & Workshops

•Draft technical papers for discussion, dissemination and publication
•Liaise with Conference Services unit to (a) organise the logistics for the meetings and workshops, and (b) process / produce the necessary meeting and conference documents and presentations 
•Coordinate the holding of relevant Organ Sector meetings including MCO 
•Prepare annotated agenda and records of meetings 

Research, knowledge management and data collection,

•Research and adopt best practices in own area of work, and maintain high level of knowledge in order to effectively undertake the duties of the post
•Ensure the documentation of the Programme’s knowledge products and results
•Ensure the sharing of Programme results with relevant stakeholders to enhance programme visibility
RequirementsPosition Requirements

Qualifications

Advanced university degree (Master’s degree or equivalent) in Political Science, Development Studies, Public Administration, International Relations, or related field.

Specialised Knowledge

•Familiarity with electoral assistance models, electoral systems and electoral cycle activities
•A minimum of 5 years of progressively responsible professional experience within a recognized law enforcement agency, of which at least 3 years must be of direct experience in prosecuting, adjudicating, or investigating transnational organised crime in the SADC member states
•Minimum of 5 years of programme management and implementation experience, of which at least five years would preferably be in a governmental or inter-governmental environment
•Experience in the area of criminal justice in the SADC region
•Extensive knowledge of international and regional legal instruments governing transnational organised crime
•Experience in working with law enforcement agencies, particularly Police/SARPPCO and State Security
•Direct experience in developing and delivering capacity building/training programmes to law enforcement agencies in the SADC Member States
Experience 

•Experience and knowledge of EU Development Assistance Procedures, such as Contribution Agreements (CA) and Pillar -Assessed Grant or Delegation Agreement (PAGoDAs) OR any other EU funded programmes highly desirable
•Extensive experience in reviewing, drafting, and operationalisation of regional legal instruments and national level legislation
•Experience in developing and strengthening data collection mechanisms at regional level
•Minimum of 4 years in a line management position
•Rank of Senior Superintendent of Police or equivalent, if from the Police services
