Transition Management Unit Regional Systems Advisor – Consultant Lesotho

TMU Regional Systems Advisor will provide expertise to guide implementation of the bilateral Health MOU in Lesotho.

Primary Duties and Responsibilities: 

The TMU Regional Systems Advisor provides strategic, technical, and operational leadership to support the transition and management of U.S. Government health foreign assistance delivered directly through partner government systems in Lesotho. The Advisor primarily supports the joint U.S. Government –Government of Lesotho Transition Management Unit (TMU), specifically the
(1) Performance and Award Monitoring; and
(2) Human Resources for Health (HRH), and Supply Chain teams as required. The Advisor will be available to support the continuity of leadership transition for the U.S. Embassy Maseru Foreign Assistance Office (FAO).

Level of Effort – Approximately 12 hours / week:
The Regional Systems Advisor plays a critical role in implementing the America First Global Health Strategy by providing technical expertise, backstopping, and monitoring support to the development and implementation of several key government-to-government (G2G) projects and activities. A key focus of the Regional Systems Advisor will be providing technical guidance and support to the development of compliance monitoring structures for new U.S. foreign assistance awards – including G2G mechanism(s) – while developing related monitoring and evaluation structures for MOU implementation. Additionally, the Regional Systems Advisor will support the development of G2G performance-based milestones and related work plan development. Projects and activities the Advisor will cover include:
1. Project 05 – Efficiency Analysis of HIV Services;
2. Project 06 – MOH Business Process Platform;
3. Project 07 – GoL HIV Sustainability Fund; and
4. Project 08 – Sustainable Training Platforms

Level of Effort – Approximately 8 hours / week:
The Advisor will engage in internal USG management and technical leadership meetings, providing direct support and technical mentorship to the Foreign Assistance Coordinator in conjunction with onsite and regional U.S. direct hire and offshore contractor support. The Advisor may be requested to collaborate and contribute to private sector engagement and public diplomacy activities.

Knowledge Level Required: The Advisor must be able to exercise broad knowledge of USG laws and policies related to foreign assistance, G2G mechanisms, and related risk mitigation strategies. The Advisor must have in-depth knowledge of Lesotho’s HRH systems, polices, and regulations.

Level and Purpose of Contacts: Maintain professional and effective working and senior level contacts with internal and external stakeholders including USG and Government of Lesotho officials.

Supervisory Relationship: This position will report to the Foreign Assistance Leadership Team, while engaging day-to-day with TMU leadership structures.

Supervision Exercised: None.

Travel Requirements: It is anticipated that the advisor may be requested to travel to and within Lesotho for critical planning activities

Required Qualifications:

The Advisor must meet the following requirements in education and professional experience:

1. Education: A master’s degree or equivalent level in law, public policy, public health, management, public administration, business administration, economics, or related field.

2. Professional Experience: The Advisor is required to have a minimum of ten years of experience implementing HIV-related activities in Lesotho. Experience leading and supporting US government health programming for a minimum of ten years is desirable. A strong working knowledge of US government policies and programming and Lesotho government policies and programming is required.

The Advisor must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the local government, USG, and other relevant actors.
