Transition Management Unit Regional Health Information Systems Advisor- Lesotho Consultant
TMU Regional Health Information Systems (HIS) Advisor will provide expertise to guide implementation of the bilateral Health MOU in Lesotho.
Primary Duties and Responsibilities:
The TMU Regional HIS Advisor provides strategic, technical, and operational leadership to support the transition and management of U.S. Government health foreign assistance delivered directly through partner government systems in Lesotho. Under the bilateral U.S.-Lesotho Health Memorandum of Understanding Implementation Plan (“MOUIP”), finalizing and transitioning a core set of digital health systems is a core focus of co-funding by the two governments. Accordingly, through the joint U.S. Government (USG)–Government of Lesotho (GOL) Transition Management Unit (TMU) the HIS Advisor plays a critical role in implementing the America First Global Health Strategy by providing technical expertise, backstopping, and monitoring support to the development and implementation of these government-to-government (G2G) and implementer projects and activities. The Advisor will support the development and implementation of G2G and implementer organization performance-based milestones and related work plan development. The HIS Advisor will provide expert technical guidance and coordination to developing and transitioning these systems under, focused on the following systems activities:
1. Digital Health Contract / eRegister Upgrade to EMR
2. DHIS2 development completion and transition
3. Advising on embed strategic information and data analytics staffing for MOH
4. OpenLIS Migration
5. Disa/Lab system Support and Maintenance
6. EGPAF Analytics Data Engine Lesotho (EADEL)
7. MOH Analytics & Business Intelligence Platform
8. Integrated Human Resource Information System (iHRIS) completion and transition
9. DHIS2 Integrated Disease Surveillance Response (IDSR) dataset completion and transition
10. Lesotho Continuous Quality Improvement Information System (CQIIS) development and transition
Level of Effort – Approximately 10 hours / week: Electronic Medical Record and DHIS2 System Development
Of the health information systems activities, eRegister upgrades under a Digital Health contract held by Ministry of Finance, to be co-funded by th eU.S. Government MOU contracting co-funding – as well as and related DHIS2 and MOH data analytics activities – are the key activities in building out GOL’s digital
health platforms for long-term sustainability. The HIS Advisor will serve as a technical expert to the TMU and USG in stewarding the Digital Health contract and related activities.
Level of Effort – Approximately 10 hours / week: Digital Health Governance
The HIS Advisor will provide technical guidance and coordination within the TMU structure on the broader health information system portfolio, promoting interoperability and sustainability of systems beyond the MOU. The HIS Advisor will assist to define scope, governance, and oversight arrangements for continued U.S. Government investment in Lesotho’s digital health infrastructure, serving as a technical liaison between USG, GOL entities, and stakeholders to ensure continuity of the digital health build-out.
Knowledge Level Required: The HIS Advisor must be able to exercise broad knowledge of USG laws and policies related to foreign assistance, G2G mechanisms, and related risk mitigation strategies. The Advisor must have in-depth knowledge of health information systems development and digital health governance structures, as well as working knowledge of Lesotho’s health information systems.
Level and Purpose of Contacts: Maintain professional and effective working and senior level contacts with internal and external stakeholders including USG and Government of Lesotho officials.
Supervisory Relationship: This position will report to the Foreign Assistance Leadership Team, while engaging day-to-day with TMU leadership structures.
Supervision Exercised: None.
Travel Requirements: It is anticipated that the advisor may be requested to travel to and within Lesotho for critical planning activities
Required Qualifications:
The Advisor must meet the following requirements in education and professional experience:
1. Education: A master’s degree or equivalent level in law, public policy, public health, management, public administration, business administration, economics, or related field.
2. Professional Experience: The HIS Advisor is required to have a minimum of ten years of experience implementing relevant information systems projects; experience providing technical leadership to U.S. government health information systems activiteis is desirable.
The Advisor must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the local government, USG, and other relevant actors.
