Under the overall supervision of the Chief of Child Survival and the UNICEF Health Officer, and in close collaboration with the Ministry of Health (MOH) Health Education Unit, Child Health Programme Manager, and ICT Team, the consultant will support the Ministry of Health to design and develop centralized training information systems. The system will support the systematic recording, tracking, and management of all training conducted for Ministry of Health health care workers, with a particular focus on Maternal, Newborn, and Child Health (MNCH) and related capacity-building initiatives.

- Minimum requirements:
- Education: Master`s university degree in software engineering, Information Systems, Information Technology, Computer Science, Computing or any other relevant field
- Work Experience:
- At least 5 years’ experience covering the following areas in development of open-source web-based information systems is required
- Systems analysis and design
- System architecture and UI/UX design
- Database design and implementation
- Coding, testing and debugging
- Code management and version control
- Documentation
- Training and skills transfer
- Strong technical knowledge/expertise on web development and data security is required.
- Prior experience in developing training information systems is an added advantage.
- Experience in working and building capacities of governments in the health sector is desirable.
- Strong skills in analysis, critical thinking, problem-solving and reporting skills.
- Ability to work with a team and independently in a multi-cultural environment
- Skills:
- Strong technical knowledge/expertise on web development and data security is required.
- Prior experience in developing training information systems is an added advantage.
- Experience in working and building capacities of governments in the health sector is desirable.
- Strong skills in analysis, critical thinking, problem-solving and reporting skills.
- Ability to work with a team and independently in a multi-cultural environment
- Language Requirements: Fluency in English
- Technical requirements:A detailed technical consulting proposal outlining how the consultant intends to implement the proposed work. The proposal should clearly describe the methodology to be used, all implementation steps, and include a comprehensive quality assurance approach. It should also clearly define the overall implementation strategy.
