JOB TITLE : TRAINING & DEVELOPMENT OFFICER

JOB SUMMARY
To implement policies, rules and regulations pertaining to Training and Development issues in the ministry.
MAIN DUTIES
1. TO UNDERTAKE PERIODIC TRAINING AND DEVELOPMENT NEEDS ASSESSMENT IN THE MINISTRY.
1.1 Conducts periodic skill audits so as determine the existing organizational knowledge and skill base.
1.2 Carries out Training Need Identification exercise to determine training and development gaps for individual employees.
1.3 Compiles a Training Need Assessment report with recommendations
1.4 Compiles as Staff Development Plan for Ministry of Finance and Development Planning and submits to Training and Development for further approval.
2. TO IMPLEMENT AND ADMINISTER THE MINISTRY OF FINANCE AND DEVELOPMENT PLANNING STAFF DEVELOPMENT PLAN.
Ascertains that line managers have copies of the Ministry of Finance and Development Planning Staff Development and are informed of the contents thereof.
2.4 Undertakes monitoring and evaluation exercises on the implementation of the Ministry’s Staff Development Plan.
2.5 Compiles periodic monitoring and evaluation reports to ensure appropriate implementation of the Ministry’s Staff Development Plan.
2.6 Compiles Annual staff development reports and submits to Training and Development Manager.
2.7 Prepares the Ministerial training plan.
2.8 Organizes workshops, conferences, seminars and keeps contact with training institutions.
3. TO CONDUCT RESEARCH ON THE NEW EMERGING TRAINING AND DEVELOPMENT ISSUES TO KEEP THE ORGANIZATION ABREAST WITH THE LATEST DEVELOPMENTS CONCERNING ORGANIZATIONAL KNOWLEDGE MANAGEMENT.
3.1 Utilizes facilities such as internet, ministry library, national library and other research facilities for information collection.
3.2 Compiles findings into research reports with recommendations and submits to Training and Development Manager.
3.3 Facilitates regular Training and Development workshops aimed at informing the ministry’s line management and staff members about latest changes and trends in training and development.
4. TO PARTICIPATE IN THE BUDGETING PROCESS FOR TRAINING & DEVELOPMENT RELATED ISSUES.
4.1 Collects budget information for training and development from Assistant Training and Development Officers and compiles into draft budget for further processing by Training and Development Manager.
4.2 Disseminates approved training and development budget to line managers and ascertains they know of the contents thereof.
5. TO MANAGE AND MONITOR THE PERFORMANCE OF THE ASSISTANT TRAINING AND DEVELOPMENT OFFICERS
5.1 Manages the performance of Assistant Training and Development Officers on a day to day basis.
5.2 Appraises Assistant Training and Development Officers’ performance on a quarterly basis.
JOB SPECIFICATION
Masters in Human Resources Management/Business Administration Human Resources/Organisational Development or any other related discipline plus two (2) years working experience in managing the HRIS function.
OR
Post-graduate Diploma / Honours in Human Resources Management / Business Administration – Human Resources / Organisational Development or any other related discipline plus three (3) years working experience in managing the HRIS function.
OR
BA Degree in Human Resources Management / Business Administration – Human Resources/Organisational Development or any other related discipline plus five (5) years working experience in managing the HRIS function.
Other necessary skills and competencies
1. Proven supervisory skills
2. Passing of an assessment test
3. Appreciation of Human Resources Principles
4. Computer literacy
5. Interpretation of Human Resources rules and regulations
