Title: Terms of Reference to Review and Update Seinoli Legal Centre’s Policies and Procedures

Period of Consultancy : 30 working days including Saturdays

Background

The Seinoli Legal Centre (SLC) is a not-for-profit public interest law Centre based in Maseru Lesotho. The SLC leverages the Rule of Law as a tool for protecting, restoring, and enhancing the sustainable livelihoods of communities affected by large development projects. Our comprehensive and unique approach combines strategic litigation, advocacy, and capacity building of both our local client communities and the local legal system. 

The SLC is looking for an individual consultant or consultancy firm to review SLC’s internal policies to ensure that they meet acceptable standards especially of donors. This consultancy will specifically;

a) Review the financial, Human Resources/Administration, Operations and other existing manuals of the SLC. To avoid repetition, overlaps, and contradiction within the existing policies, these policies may also be integrated through the revision of the already existing policies.

b) Develop any missing policies which will enable the SLC to meet its mandate and objectives. 

The consultant needs to review the following policies:

Methodology

a) The consultant is expected to utilise a participatory approach in executing this assignment.

b) Conduct a desk review of SLC’s internal policies to be reviewed.

c) Develop tools and guidelines required for the review process of policies, including action plan of the activities to be undertaken during the consultancy period.

d) Set out clear timeframes indicating when to start and finish the review process.

Key Deliverables

  1. Revised and finalised policies in both pdf and word format.
  2. Newly developed policies in both pdf and word format.

Interested individuals or consultancies should submit a technical and financial proposal in relation to these terms of reference indicating their interest and providing the following information and documents:

  • Detailed Company profile.
  • Insert CVs of key staff.
  • The individual or consultancy should have experience in working with non -governmental organisations.
  • Proven consultancy experience within the field of Organisational capacity and development of at least 5 years.
  • Minimum qualification – LLM
