INVITATION TO TENDER (ITT)

THE SUPPLY, DELIVERY AND INSTALLATION OF INFORMATION AND COMMUNICATION TECHNOLOGY
- Ministry of Finance and Development Planning Project Management Unit (MOFDPPMU) has funds under the Government Counterpart Budget and intends to apply part of the funds to payments under the contract for “The supply, delivery and installation of Information and Communication Technology (ICT) Equipment.”
- The tender will be processed on International Competitive Tender (ICT) procedure.
- Ministry of Finance and Development Planning Project Management Unit (MOFDPPMU) now invites sealed Tenders from eligible and qualified Tenderers for “The supply, delivery and installation of Information and Communication Technology (ICT) Equipment.”
- The items, quantities and the expected delivery period is as shown below:

- Interested eligible Tenderers may obtain a complete set of Tender Documents in English from the Ministry of Finance and Development Planning Project Management Unit (MOFDPPMU) website: https://www.mofpmu.org.ls/tenders/ or the procurement unit at 4th Floor MGC Office Park, Corner Pope John Paul II & Mpilo Boulevard. - Request for Clarifications may be send in writing to the following email addresses sekalakal@ mofpmu.org.ls and [email protected] not later than 14th August 2023.
- It is mandatory for Tenderers to submit the following valid documents: (a) Trader’s License; (b) Tax Clearance Certificates, (c) VAT Registration Certificate (d) Certificate of Bona Fide Tendering, (d) Bid Security declaration, (e) Shareholders certificate and copies of the shareholders passports. These documents [especially (a) and (b)] shall either be originals or copies certified at source (e.g. Ministry of Trade and Industry and Lesotho Revenue Authority). Non-compliance with this requirement may invalidate a Tender.
- Qualification requirements for award include amongst others: (a) business experience of not less than three years in similar jobs, (b) successful completion of similar contracts of not less than M500,000.00 in the past three years, and (c) Credit line of LSL 500,000.00 from a financial institution (strictly from the bank). (d) evidence of acceptable after-sale support or service. The margin of preference shall be applied in accordance with the requirements of the Public Procurement Act,2023.
- Tenders shall be valid for a period of Ninety (90) days after Tender opening.
- Tenders clearly marked “The supply, delivery and installation of Information and Communication Technology Equipment” must be delivered and deposited in the tender box located at the Main Reception area at Fourth 4th Floor MGC Office Park, Corner Pope John Paul II and Mpilo Boulevard on or before 1000 hrs local time on 22nd August 2023. Late Tenders will be rejected. Tenders will be opened in the presence of the Tenderers and/or their representatives who choose to attend in person at Ministry of Finance and Development Planning Project Management Unit (MOFDPPMU) Boardroom on the same date 22nd August 2023 at 1015hrs.
- The Purchaser reserves the right to accept or reject any Tender, and to annul the Tender process and reject all Tenders at any time prior to contract award, without thereby incurring any liability to Tenderers. The Purchaser is under no obligation to accept the lowest Tender.
