TB HIV Care (THC) was founded in 1929. The organisation has grown into an internationally recognised non-profit organisation. TB HIV Care provides health care services throughout South Africa to both the general population and communities who may be at increased risk for HIV and TB, including adolescent girls and young women, inmates in correctional centres, sex workers and people who use drugs. Purpose of the position

The Department of Correctional Services recognises six geographic regions within South Africa. The six regions are further subdivided into management areas (MA). TB HIV Care is seeking regional managers to lead a dynamic team to optimise programme performance throughout all management areas. The incumbents will implement the roll out of a combination HIV prevention strategy (VMMC, HIV testing, linkage to care). A close collaboration with correctional services key role players, both at regional and site level, is critical for success. A proactive and pragmatic management approach with technical expertise will enhance programme deliverables in this unique and challenging environment.

Main job tasks, duties and responsibilities:

  • Provide technical support
    • Provide leadership in planning, capacity building, implementation, monitoring and evaluation at a regional level
    • Effectively coordinate a combination HIV prevention plan through HIV testing, linkage to care and VMMC roll-out
    • Align to the National Strategic Plan (NSP) (2017 – 2022), UNAIDS (90:90:90) for both HIV and TB and contribute towards Operation Phuthuma
    • Implement direct service delivery and develop a workplan in accordance with operational budgets
    • Coordinates external quality audits (CDC) and funder site visits
    • Work collaboratively with other programmes to enhance integration of services
    • Manage sub-contracted organisations and review progress
  • Liaison with stakeholders
    • Liaise with CDC, and CDC linked sub-partners
    • Collaborate closely with the correctional centre and regional health team
    • Represent the organisation in a regional capacity at associated working groups, DCS  conferences and workshops
    • Work closely with the NHLS (linkage to care)
  • Provide Quality Improvement and Quality Assurance
    • Analyse and interpret data to identify opportunities for improvement
    • Support and monitor quality improvement projects
    • Activate quality assurance initiatives (RT-CQI, SPi-RT)
    • Coach QI linked staff within a QI environment
  • Monitoring and Evaluation
    • Provide high quality reporting
    • Support prescribed data tools to track progress within and across project facilities at site level
    • Manage local data staff to support TIER.Net

Education and experience

  • Diploma or related postgraduate qualification
  • 3 years’ experience in a public health-linked management position
  • 5 years’ experience in HIV, TB and VMMC programme management
  • Fluency in English
  • Clear criminal record is essential
  • Valid code 08 driver’s licence
  • Ability to travel extensively

  • Strong operational skills in an NPO environment
  • Skilled in managing federal grants (PEPFAR)
  • A proven track record of budget management
  • Excellent administrative and organisational skills that reflect an ability to perform and prioritise multiple tasks
  • Excellent attention to detail and deadlines
  • Excellent written (report writing) and verbal communication skills
