1.1 Background
The Global Trade Programme (GTP) aims to provide technical assistance and support to facilitate free trade and open markets by helping them to identify and remove Barriers to Trade, including Standards, Regulations, Customs and Trade Facilitation. The GTP’s primary objective is poverty reduction, promotion of gender equality and inclusive growth.
1.2 The objective of the programme
DAI provides management and technical support services to the Foreign, Commonwealth & Development Office (FCDO) to support the TFSA programme. This programme will give both capacity building and technical assistance to help growth in trade and find targeted solutions that will improve gender equality in trade to alleviate poverty across the countries within the SACU+M region (South Africa, Botswana, Eswatini, Lesotho, Mozambique, Namibia).
The main activities included in the programme are:
Increased access to information and trade promotion;
Support in compliance with market standards and integration in supply chain/value chains;
Trade and customs training and improving access; and
Equality for women in trade.
This programme expects to: increase opportunities to trade; overcome non-technical barriers (NTBs) to trade in goods; improve export performance, and in doing so achieve a reduction in poverty and have a gender positive impact on trade in SACU+M, as well as to help facilitate trade continuity between SACU+M countries and the UK post-EU exit.
1.3 Scope of work
The TFSA Consultant will support trade and customs training capacity building in Southern Africa to ensure successful training delivery on the UK market requirements under the Economic Partnership Agreement (EPA) arrangements governing the UK and SACU+M trading relationships. Additionally, the consultant will examine best practices on integrating Gender and Inclusion within TFSA trade and customs training programming. The support will consider findings from the TFSA Training Needs Assessment, and the Customs and Training learning map.
Training material will provide sector-specific case studies to assist with realising learning objectives. These specific sectors will be provided to the consultant upon their confirmation.
Deliverables:
Inception report that lays out how the consultant will deliver on this project.
Validated and approved relevant training module on “Understanding the structure and operation of UK Tariff Schedules and Harmonized Commodity Description and Coding System (HS)”.
Validated and approved simple, straightforward, practical, user-friendly training ready content for a business audience.
The training material will consist of:
Training module Syllabus
Training module material split into specific training units, detailing the learning objective of each unit
A slide deck presentation that speaks to the elements in the training module
Training Module Script to accompany the training module presentation,
A teaching lesson plan for the module and
An end of training assessment.
At the end of the training, the participants should understand the Harmonized Commodity Description and Coding System and readily use it to classify their goods or products. Additionally, the participants must be comfortable with the Trade Forward Southern Africa Information Hub tools to identify what the tariff is for a product destined for the UK Market.
1.4 Requirements
Key Expert
At least five years of professional experience in technical leadership roles in Trade and Customs training development programmes
Relevant experience of the SACU+M region, developing and supporting training for a broad, non-expert audience in Customs and Trade Training capacity improvement and a good understanding of the proposed training initiatives
Bachelor’s Degree or higher in Business Administration, Trade and Customs Management, International Development, Economics or another relevant field
Previous experience collaborating with Customs and Trade Training delivery, knowledge transfer, and learning
Decision-making ability and judgment based on significant technical and management experience
Experience in writing reports for corporations, donor agencies, and other audiences
Proven analytical and problem-solving skills and results-oriented delivery on similar assignments
Effective interpersonal communications and professional integrity
