Background
|
The Development of the
National HIV & AIDS Policy to provide normative guidance in the response
to HIV and AIDS is extremely vital. A draft National HIV & AIDS Policy
has been developed through extremely consultative and multi- sectoral engagement of the key
partners in the HIV and AIDS discourse from Prevention, Treatment care and
support, Management and Coordination and impact mitigation.

Purpose of Assignment:
|
The purpose of this
assignment is to engage an individual
consultant, who will work under the guidance and supervision of the National AIDS
Commission and the UNFPA, to review, edit, proof read, and finalize the 39
paged draft National HIV/AIDS Policy.
|
Scope of work:

of services, activities, or outputs)
|
The consultant is expected to lead
and to undertake the review, editing, proof reading and finalization of the national
HIV/AIDS policy. The specific tasks should include the following:
Carry out the initial consultations with the National
AIDS Commission to understand the expectations and the requirements of the
assignment; Review and undertake detailed editing of the 39
paged document of the draft national guidelines. This should include the
following: Outline the overall structure and design of the
document to ensure coherent writing and reader friendliness; Re-organize and edit the content of the document (chapters
and narratives) to improve presentation and to ensure proper flow, clarity of
themes, coherence and consistency of the content. This should also include addressing areas
where there is repetition of content in the document. Review the technical content of the document to
ensure that statistical and any other technical information in the report is
up to date, and is correctly referenced, in line with the national and global
standards. Check out and highlight quotations or illustrations
that may need permission from copywriter owner prior to their use in the
document. Carry out a thorough check for consistency in terms
of spelling, grammar, and labelling of headings, figures, tables, headers,
footnotes, endnotes etc. Align the content page with the numbering in the
body of the document.Undertake final editing, proof reading of the
document. Submit a draft edited document for review and
inputs. Undertake final editing of the document to
incorporate comments and inputs from the National AIDS commission and the
UNFPA and submit a final document as a PDF file as well as in an editable and
printable format (e.g. Ms. Word).

Duration and working schedule:
|
The assignment is expected to be implemented
within a period not exceeding ten (10) work days, spread over from February
26th to March 11th 2020. The indicative timelines are
as follows:
Review and
editing of the draft national HIV/AIDS policy – 5 work days. Final editing and proof
reading of the document and submission of a draft document for review and
inputs – 2 days. Final editing of the
document to incorporate comments and inputs and submit a final document as a
PDF file as well as in an editable and printable format (e.g. Ms. Word) – 3 work days.

Place where services are to be delivered:
|
The drafts will be submitted electronically to the UNFPA Programme
Analyst- HIV copied to the Communications and Advocacy Manager NAC.
|
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
|
The expected deliverables are follows:
1st
draft document of the reviewed national HIV/AIDS policy (electronic copy in
editable format) Final
document of the reviewed national HIV/AIDS policy (electronic copies both in
PDF and editable and printable formats e.g. MS. Word).

Monitoring and progress control, including reporting requirements,
periodicity format and deadline:
|
The selected consultant will be required to provide
regular updates through emails and meetings consultations meetings as
required.
|
Supervisory arrangements:
|
The consultant will work under the
guidance and supervision of the National AIDS commission and UNFPA with
support from the prevention technical working group. The selected consultant will work under the overall
supervision of the UNFPA CO Representative.
|
Expected travel:
|
None
|
Required expertise, qualifications and competencies, including
language requirements:
|
The consultant should meet the following
requirements:
Must hold
a postgraduate degree in Health sciences/ Social Sciences /Communications or
other relevant qualifications; Experience
of 5 years or more in public health, particularly in HIV and AIDS
programs. Demonstrated technical
expertise and a good understanding of HIV and AIDS, and integrated SRHR
issues. Experience
of 5 years of more in communication and writing, including experience in
drafting or copy-editing of strategic document such as strategic plans,
guidelines, public policies etc. The consultant must submit at least two
samples of recent work for similar work done to demonstrate the ability to
meet the requirements of the assignment;
Proven
experience working with a wide range of partners and reaching consensus and
accommodating their critical inputs into the process; andExcellent
English writing skills.Have
excellent interpersonal and communication skills.

Inputs / services to be provided by UNFPA or implementing partner (e.g
support services, office space, equipment), if applicable:
|
The consultant will be expected to use their own resources to carry
out the assignment.
UNFPA CO Lesotho will provide the relevant documents to the
consultant, including the document to be reviewed and finalized, convene
meetings with the key HIV TWG for consultations as necessary; and, to provide
other support as may be required to ensure successful completion of this
assignment.
