MAINTENANCE OF THREE (3) FOOTBRIDGES
Project Background The Roads Directorate has received financing from the Government of the Kingdom of Lesotho and intends to apply part of the proceeds toward payments under the contracts for the maintenance of three (3) footbridges.
Invitation for Tenders The Roads Directorate (RD) invites tenders for the maintenance of three (3) footbridges in the Thaba-Tseka, Mafeteng, and Mohale’s Hoek Districts as detailed below:

Eligibility Criteria
- Tenderers with ongoing contracts with the Roads Directorate, where physical progress of works is less than 80%, are not eligible to tender.
- The invitation is open to all Basotho contractors categorized from E3 to E1 under the Roads Directorate.
- Contractors must demonstrate relevant capacity and experience in footbridge maintenance and/or construction of structural steel and reinforced concrete works.
Tender Submission Requirements
- Sealed tenders must comprise one (1) original document, two (2) copies, and a soft copy (USB/memory stick) clearly labeled as per the instructions in the tender document.

- The bidding documents (in English) will be available for purchase starting Monday, 17th March 2025, upon payment of a non-refundable fee of LSL 1,000.00 per project.

- Proof of payment must be presented to the Roads Directorate. Tender documents can also be purchased via POS/swiping at the Finance Division (Room G03), Roads Directorate Headquarters.
Tender Submission and Opening
- Tenders must be hand-delivered to the Tender Box at Room G11, Ground Floor, Roads Directorate Headquarters.
- Submission deadline: Thursday, 10th April 2025, at 12:00 Hrs (local time).
- Electronic submissions will not be permitted. Late submissions will be rejected.
- Public bid opening will take place on the same day at 14:30 Hrs (local time) in the presence of bidders’ representatives and interested parties.
Bid Security and Documentation
- Each bid must be accompanied by a Bid Security of LSL 5,000.00 in the form of a bank-guaranteed cheque addressed to Roads Directorate.
- Additional required documents:
- Valid Tax Clearance Certificate
- Valid Trader’s Licence
- All copies must be certified at source. Bids must include VAT and comply with Lesotho Government tax obligations.
Compulsory Site Visits & Pre-Tender Conference
- Attendance is mandatory at the scheduled site visits from 25th to 27th March 2025 (as per the table above).
- Costs related to site visits shall be borne by the tenderers.
- A mandatory Pre-Tender Conference will be held on-site on the visit dates.
Right to Accept or Reject Bids
- The Roads Directorate reserves the right to accept or reject any or all tenders.
