Tenders & Contracts Manager

TJ Group of Companies (Pty) Ltd invites applications from qualified Basotho candidates for the position of Tenders & Contracts Manager. The role will manage tender opportunities, compliant submissions, and awarded-contract administration across the full bid and contract lifecycle.

Reporting and Role Boundaries

  • Owns the tender process, bid calendar, compliance matrix, document control, and contract administration.
  • Finance approves costing assumptions, margins, securities, and financial commitments.
  • Procurement confirms supplier quotations, authorisations, specifications, and lead times.
  • Operations confirms delivery methodology, capacity, and implementation commitments.
  • The role may coordinate but may not commit the Company to unapproved commercial, legal, or operational terms.

Key Responsibilities

Opportunity and Bid Management

  • Identify and maintain a register of relevant tender, RFQ, and contract opportunities.
  • Lead bid/no-bid assessments considering eligibility, capacity, profitability, risk, and strategic fit.
  • Prepare bid timetables, responsibility matrices, clarification registers, and submission checklists.
  • Coordinate site visits, briefing sessions, clarification questions, and internal review meetings.

Submission Preparation and Compliance

  • Read bidding documents in detail and produce complete compliance matrices.
  • Coordinate technical, financial, legal, supplier, and administrative contributions.
  • Verify forms, signatures, securities, tax documents, licences, certificates, authorisations, and supporting evidence.
  • Control final document quality, packaging, electronic uploads, and on-time submission.

Contract Administration After Award

  • Prepare formal handover packs for Operations, Finance, Procurement, and relevant company management.
  • Maintain contract registers, deliverables, milestones, notices, variations, securities, and expiry dates.
  • Coordinate progress reports, customer correspondence, claims, extensions, and close-out documentation.
  • Track performance risks and escalate potential non-compliance or loss promptly.

Team, Systems and Reporting

  • Supervise and develop the Tenders & Contracts Officer.
  • Maintain reusable company profiles, reference letters, CVs, certificates, and tender libraries with Marketing and Administration.
  • Analyse tender outcomes, reasons for losses, profitability, and performance of awarded contracts.
  • Provide a weekly opportunity report and monthly tender-and-contract dashboard.

Key Performance Deliverables

  • Complete, compliant, and timely bid submissions.
  • Reliable tender pipeline and bid/no-bid decision records.
  • Controlled contract handover and milestone tracking after award.
  • Reduced submission errors, expired documents, and unapproved commitments.
  • Improved tender success rate and lessons-learned reporting.

Minimum Qualifications and Experience

  • Bachelor’s degree or diploma in Procurement, Business, Commerce, Law, Project Management, or an equivalent qualification.
  • At least three years of demonstrable tender, bid-management, or contract-administration experience.
  • Proven experience preparing complex public- or private-sector submissions and compliance schedules.
  • Strong document review, writing, coordination, and deadline-management capability.
  • Understanding of commercial terms, contract risks, procurement processes, and document control.
  • Advanced Microsoft Office skills; experience with electronic tender portals is advantageous.
  • Must be a Basotho citizen and legally eligible to work in Lesotho.
