Project Overview
The Roads Directorate (RD) is inviting proposals from qualified and experienced technology vendors to supply, install, and commission a comprehensive enterprise-grade wireless network infrastructure and secure authentication system.
The project aims to establish a high-performance, secure, and scalable Wi-Fi environment across RD facilities in Maseru, Lesotho.
Brief Description of Goods and Services
The project is structured into two (2) separate lots. Vendors may bid for Lot 1, Lot 2, or both.
Lot 1: UniFi Network Wi-Fi Infrastructure
- Includes physical network hardware such as central gateway, wireless access points, and associated cabling
- Based on the Ubiquiti UniFi ecosystem
Lot 2: Network Access Protection and Authentication System
- Covers deployment of a RADIUS and Network Access Protection (NAP) authentication system
- Utilises Windows Server (provided by RD)
- Integrates with the existing Active Directory environment
Purchasing of Bidding Documents
Bidding documents are available from Wednesday, 17 June 2026 upon payment of a non-refundable fee of M2,000.00 per lot.

Eligibility Requirements
All bidders must submit:
- Valid Tax Clearance Certificate
- Valid Trader’s Licence or Registration Certificate (certified at source)
- Proof of authority of signatory
Additional requirements per lot:
Lot 1 Bidders
- Proof of experience in UniFi Network Wi-Fi Infrastructure projects
- At least two (2) reference letters
Lot 2 Bidders
- Proven experience with Network Access Protection and Authentication Systems
- At least two (2) reference letters
Pre-Tender Meeting
- Date: 24 June 2026
- Time: 10:00 AM
- Venue: Roads Directorate Ground Floor Boardroom, Wednesday
Bid Validity
- Prices must be inclusive of all taxes
- Prices must be in Lesotho Maloti
- Bids must remain valid for 90 days from the closing date
Bid Security
Each bid must be accompanied by a bid security of M5,000.00 in the form of a bank guaranteed cheque addressed to Roads Directorate.
- Separate bid security is required for each lot
- Combined securities will not be accepted
Failure to submit the required bid security will result in disqualification.
Submission of Bids
Completed bid documents must include:
- One (1) original
- Two (2) hard copies
- One (1) soft copy (flash disc)
All bids must be enclosed in plain sealed envelopes bearing no identification of the bidder.
Each envelope must be clearly marked:
- Lot 1 – UniFi Network Wi-Fi Infrastructure (Ref: RD/LB-002/2026-2027)
- Lot 2 – Network Access Protection and Authentication System (Ref: RD/LB-003/2026-2027)
Bidders submitting for both lots must submit separate sealed envelopes for each lot.
