1. General Information
MECSA Construction (PTY) LTD has been subcontracted by Kopano Ke Matla Joint Venture (KKM JV), the Contractor for the Lesotho Highlands Water Project – Phase II: Polihali Transfer Tunnel (Project Contract No. LHDA C4021).
MECSA Construction (PTY) LTD further intends to subcontract a portion of their scope to a qualified Tier 4 subcontractor. Qualified, licensed, and compliant subcontractors from Lesotho National enterprises or South African Black-Owned enterprises are invited to submit a Proposal for the Design, Supply, Installation, Commissioning and Testing of Ventilation and Dewatering Systems for the Polihali Transfer Tunnel Project.
2. Scope of Work
The successful bidder shall be responsible for the design, supply, installation, commissioning, and testing—including re-establishment for tests on completion—of the ventilation and dewatering systems for various project sites.
A defect liability period of one (1) year applies.

3. Eligibility Criteria
All tenderers must submit the following documents and declarations:
i. Company profile
ii. Certificate of Incorporation
iii. Copy of:
a) Tax Registration
b) Tax Clearance
c) Trade Licence Certificate (if applicable)
iv. Proof of experience in supply and installation of similar products
v. Three (3) years’ financial statements
vi. Shareholder information
• Lesotho national enterprises: For entities registered after August 2011, more than 75% of shares must be held by Lesotho nationals
• South African Black-Owned enterprises: Ownership of more than 50.1% by Black people
vii. Price quotation
viii. B-BBEE Certificate (South African companies only)
ix. Professional Indemnity Insurance Cover
4. Document Submission
i. Tenders must contain fixed and firm all-inclusive (excluding VAT) prices or rates for each part of the Design, Goods, Works or Services offered.
ii. Unless otherwise stated, the tendered prices will be considered strictly net, inclusive of all overheads and ancillary costs. No claims will be allowed for items omitted or excluded from the Request for Tender.
iii. Prices must remain fixed and firm for the duration of the service. Quotations must be valid for 90 days from the submission date.

Late or incomplete submissions will not be accepted.
Failure to submit any mandatory document will result in automatic disqualification.
5. Miscellaneous
Boundary limits for the dewatering system will be up to the drainage system provided on-site by the main contractor.
Electricity connection points will depend on site conditions.
Work schedules shall align with the main contractor’s programme.
The main contractor will provide services such as site access, electricity, water supply, concrete, and other minor coordination activities.

Only one round of inquiries per bidder will be permitted.
No phone or in-person queries will be accepted.
MECSA Construction (PTY) LTD reserves the right to withdraw this tender at any stage without notice and shall not be responsible for any expenses or losses incurred in response to this invitation.
