1. General Information

MECSA Construction (PTY) LTD has been subcontracted by Kopano Ke Matla Joint Venture (KKM JV), the Contractor for the Lesotho Highlands Water Project – Phase II: Polihali Transfer Tunnel (Project Contract No. LHDA C4021).

MECSA Construction (PTY) LTD further intends to subcontract a portion of their scope to a qualified Tier 4 subcontractor. Qualified, licensed, and compliant subcontractors are invited to submit a Proposal for the provision of Tipper/Dump Truck Services to support the transportation of Tunnel Boring Machine (TBM) muck from the Katse TBM portal to the designated spoil/dump site at Katse.


2. Scope of Work

The selected subcontractor will be responsible for the loading, transportation, and unloading of TBM muck from the Katse TBM portal to the spoil/dump area. The scope includes:

• Providing and operating suitable tipper/dump trucks (recommended capacity: 35 tons).
• Ensuring vehicles are well-maintained, spill-proof, and fitted with functional lighting and braking systems.
• Supplying qualified, licensed drivers familiar with site rules and safety requirements.
• Adhering to KKM JV’s designated transport routes and schedules to prevent pile-ups and maintain site ventilation safety.
• Implementing dust control, tire cleaning, and noise reduction measures, especially during night shifts.
• Complying with all project safety, environmental, and quality requirements.

Note: This subcontract covers only the transport of muck, not loading inside the tunnel or dump leveling.


3. Subcontract Duration and Volume

• Estimated daily muck transport: 500–600 m³
• Minimum recommended fleet: 3 dump trucks
• Estimated transport distance: 2.3 km (one way)
• Initial contract coverage: approximately 5 km of tunnel progress
• Contract may be extended based on performance and project progress


4. Eligibility Requirements

Subcontractors must submit the following documents:

• Company profile and proof of experience in heavy-duty earthmoving or haulage operations
• Valid Business Registration Certificate and Tax Clearance
• Fleet list showing truck type, capacity, and registration numbers
• Proof of insurance (third-party liability and vehicle insurance)
• Compliance with the Lesotho Labour Code Order 1992 and Safety Regulations
• Valid driver licences and competency certificates
• Evidence of similar work performed (preferably infrastructure or mining projects)


5. Performance and Safety Obligations

Subcontractors are expected to maintain high operational reliability, minimize breakdowns, and adhere to environmental controls. Daily records of loads and volumes transported must be submitted to the site supervisor for verification.

Failure to comply with safety or operational requirements may result in payment deductions or contract termination.


6. Payment and Settlement

• Measurement basis: Volume (m³), verified through truck capacity and trip records
• Settlement cycle: Monthly, based on verified logs and signed confirmations

8. Queries and Clarifications

MECSA Construction (PTY) LTD reserves the right to withdraw this tender at any stage without notice and will not be responsible for any expenses or losses incurred in response to this invitation.
