Tender Title: The Supply, Delivery and Installation of eLMIS Equipment
The Ministry of Finance and Development Planning – Project Management Unit (MOFDPPMU) has secured funding under the Global Fund grant and intends to apply part of the funds for payments under the contract for the supply, delivery, and installation of eLMIS equipment.
1. Tender Procedure
This tender will be processed under the National Competitive Tender (NCT) procedure.
2. Invitation
MOFDPPMU invites sealed tenders from eligible and qualified tenderers for the supply, delivery, and installation of eLMIS equipment as detailed below:

4. Tender Documents
Interested eligible tenderers may obtain a complete set of tender documents in English free of charge from the MOFDPPMU website:

5. Qualification Requirements
Tenderers must meet the following criteria:
- Minimum three (3) years of experience in similar supply and services
- Successful completion of similar contracts valued at not less than M1,500,000.00 in the past three years
- Bid Security of M50,000.00 from a bank
- Evidence of acceptable after-sale support or service
A margin of preference will be applied in accordance with the Public Procurement Act, 2023.
6. Delivery Period
All equipment must be delivered within four (4) weeks from the date of contract signing.
7. Tender Validity
Tenders must remain valid for a period of 120 days after the tender opening date.
8. Submission Instructions
Tenders must be clearly marked:
“The Supply, Delivery and Installation of eLMIS Equipment”
and deposited in the tender box located at:

4th Floor, MGC Office Park
Corner Pope John Paul II and Mpilo Boulevard
On or before 09th September 2025 at 10:00 hrs (local time)
Late tenders will be rejected.
Tenders will be opened in the presence of tenderers or their representatives on the same day at 10:15 hrs in the MOFDP-PMU Boardroom.
9. Clarifications
Requests for clarification must be submitted in writing to:

10. Mandatory Documents
Tenderers must submit the following valid documents:
- Relevant Trader’s License
- Tax Clearance Certificate
- VAT Registration Certificate
- Certificate of Bona Fide Tendering
- Bid Security Declaration
- Shareholders Certificate and copies of shareholders’ passports
📌 Documents (especially Trader’s License and Tax Clearance) must be originals or certified at source (e.g., Ministry of Trade and Industry or Revenue Services Lesotho). Non-compliance may result in disqualification.
11. Other Conditions
- Telefax and email submissions will not be accepted.
- The Purchaser reserves the right to accept or reject any tender, and to annul the tender process at any time without incurring any liability.
- The Purchaser is under no obligation to accept the lowest or any tender.
