1. Background
The Government of the Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Education Improvement Project (LEIP). Part of the proceeds will be applied to the Supply, Installation, Commissioning and Delivery of Five Hundred (500) Laptops, as well as Training and Support on Basic ICT Skills under Component 1.3.
2. Invitation
The Ministry of Education and Training invites sealed bids from eligible bidders for:
• Supply, Install, Commission and Delivery of Five Hundred (500) Laptops
• Training & Support on Basic ICT Skills (Component 1.3)
3. Procurement Method
Bidding will be conducted using National Competitive Bidding (NCB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025, Sixth Edition).
All eligible bidders may participate.
Conflict of Interest rules under paragraph 3.13 apply.

5. Purchase of Bidding Documents
A complete set of bidding documents in English may be purchased upon:

6. Submission of Bids
Sealed bids must be delivered to the address below on or before 21 December 2025 at 10:00 (Local Time).
Electronic bidding is not permitted.
Late bids will be rejected.
Public bid opening: 21 December 2025 at 10:30 (Local Time) at the same address.
A pre-bid meeting will be held on:

7. Bid Security
All bids must include a Bid Security of LSL 100,000.00 (One Hundred Thousand Maloti) in the form of a Bank Guarantee, using the form provided in the bidding document.
