RE-INVITATION TO TENDER NO: MDC/CONS/2/2025/2026
Ministry of Local Government and Chieftainship, Police and Home Affairs – Maseru District Council has received funds from the Government of Lesotho and intends to apply these funds to procure Construction Materials for rural roads construction at Malelu-Malimong. Therefore, potential bidders are invited to supply, deliver and offload the consignments for the above-mentioned project for fiscal year ending 31st March 2026.
PRICE OF THE TENDER DOCUMENT
In order for a bidder to qualify for bidding, such bidder must pay a non-refundable registration fee of M2,000.00 (Two Thousand Maloti only) payable in cash at Maseru District Council Accounts office. Tender documents are available at Maseru District Council (Procurement Unit) during working hours (from 10:00hrs to 15:00hrs) from 21st November 2025. Tender document will be provided by Procurement Unit to potential bidder upon provision of receipt from Accounts Office.

PRE-TENDER MEETING
A compulsory pre-tender meeting will be held on 21st November 2025 at 10:00 am at Maseru District Council Boardroom, Khubetsoana Rural.
SPECIAL REQUIREMENTS
Tender Security
The tenderer is required to submit a bid security of 1% of the bid price payable to Maseru District Council. It has to be from a bank or financial institution recognised by the Central Bank of Lesotho.
Performance Guarantee
Successful bidder is expected to provide 10% performance guarantee before entering into a contract. It has to be from a bank or financial institution recognised by the Central Bank of Lesotho.

TENDER ISSUANCE AND SUBMISSION / OPENING
- The issue date for this tender is 21st November 2025, and the closing date is 12th November 2025. Original tender response and its three (3) hard copies of Technical and Financial Proposals must be delivered to the Procurement Unit, Maseru District Council’s Tender Box situated at the Department of Rural Roads (DRR) Building, Khubetsoana, not later than 09:00am, 12th November 2025.
- All tenders will be opened on the same day at 10:30am.
- Envelopes marked Technical Proposal and another marked Financial Proposal must be inside one sealed envelope bearing no identification of bidder and marked:

Tenders will be opened in the presence of bidders or representatives at 10:30hrs on the same day at Maseru District Council’s boardroom.

The Council also reserves the right to cancel tenders before the submission or opening of tenders, postpone the tender submission/opening date, and to accept or reject any or all tenders at any time prior to the award of contract without thereby incurring any liability to the affected bidder or any obligation to inform the affected bidder of the grounds for Maseru District Council’s action.
