Tender Title: Supply, Delivery, and Installation of Heavy-Duty Photocopier Machine

1. Introduction
The Ministry of Energy (MOE) invites tenders from eligible and qualified bidders for the supply, delivery, and installation of one (1) heavy-duty photocopier machine. Detailed specifications are provided in the bidding document.
2. Tender Document Access
A complete set of bidding documents in English may be purchased upon payment of a non-refundable fee of M2,000.00 (or equivalent in any convertible currency, net of bank charges).

Procedure:
- Make payment via bank transfer or deposit.
- Present proof of payment to the MOE Accounts Office, Sekhametsi Building, 2nd Floor, Kingsway, Maseru.
- Collect receipt and submit it to the Procurement Unit, Government Complex, Africa House, 3rd Floor, to obtain the bidding documents.
Availability Period: 15 September 2025 – 9 October 2025
3. Mandatory Documents
Bidders must submit the following documents:
- Valid Tax Clearance Certificate (certified at source)
- Valid VAT Registration Certificate (certified at source)
- Valid Trader’s License
- Company/Business Profile
- Reference letters from institutions served in the past two years
- Bid Security
- Evidence of minimum experience in similar contracts (include one copy of contract or purchase order)
- Evidence of financial capacity (credit line from a registered financial institution and audited financial statements)
- Completed Certificate of Bona Fide Tendering
4. Submission Instructions
- Submit one (1) original and four (4) copies of the tender in a sealed envelope
- Envelope must bear no identification of the bidder
- Clearly marked:
“SUPPLY, DELIVERY AND INSTALLATION OF HEAVY-DUTY PHOTOCOPIER MACHINE” - Deposit in the tender box located at the Foyer, Ministry Headquarters, Government Complex, Africa House, 3rd Floor
- Closing Date: 23 October 2025 (on or before 10:00 AM)
- Note: Electronic bidding is not permitted. Late bids will be rejected.
