Subject: Supply and Installation of Small Scale Briquettes Production Plant

1. The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD) toward the cost of the Regeneration of Landscapes and Livelihoods (ROLL) project and intends to apply part of the financing for the purchase of goods under this contract.
2. The ROLL project aims to promote transformational practices for regenerated landscapes and sustainable livelihoods. Expected outcomes include reduced environmental degradation and improved community livelihoods. The project spans eight years and is implemented in six districts: Butha-Buthe, Leribe, Berea, Thaba-Tseka, Qacha’s Nek, and Quthing.
3. This Invitation for Bids (IFB) follows the general procurement notice published in:
   • Newsday on 25 April 2025
   • Public Eye on 18 April 2025
   • Mail & Guardian on 23 May 2025
4. The purchaser now invites sealed bids from eligible entities for the Supply and Installation of Small Scale Briquettes Production Plant. Full details are provided in the Schedule of Requirements in the bidding document.
5. This IFB is open to all eligible bidders. Subject to the restrictions noted in the bidding document, bidders may associate with other entities to enhance their capacity to deliver the goods and services.
6. The contract is for one Lot:
   • Supply and Installation of Small Scale Briquettes Production Plant in six districts: Berea, Leribe, Butha-Buthe, Thaba-Tseka, Qacha’s Nek, and Quthing.
7. Bidding will be conducted using the International Competitive Bidding (ICB) method, in accordance with the IFAD Procurement Handbook available at https://www.ifad.org. The process includes qualification review, past performance verification, and reference checks prior to contract award.
