1. Introduction
Kopano Ke Matla Joint Venture (KKM JV) invites suitably qualified Lesotho and South African registered entities to submit bids for the Supply and Delivery of dowels and related accessories for the Polihali Transfer Tunnel Project.
2. Background
KKM JV is a construction company awarded the contract for the Lesotho Highlands Water Project Phase II: Polihali Transfer Tunnel Project by the Lesotho Highlands Development Authority (LHDA). The project involves constructing a 38-kilometer transfer tunnel linking Polihali Dam to Katse Dam and is scheduled to span approximately five years.
3. Scope of Work
The successful bidder will be required to supply and deliver dowels and accessories as specified in the Bill of Quantities (BoQ):

- Gewi 500 25mm bar 3m – 1,000 pcs
- Gewi 500 25mm bar 4m – 1,000 pcs
- Gewi 500 20mm bar 5m – 1,000 pcs
- Gewi 500 20mm bar 6m – 1,000 pcs
- Gewi 500 20mm bar 7m – 1,000 pcs
Ungalvanized Dowels:
- Gewi 500 25mm 3m – 1,000 pcs
- Gewi 500 20mm bar 4m – 1,000 pcs
- Gewi 500 20mm bar 5m – 1,000 pcs
- Gewi 500 20mm bar 6m – 1,000 pcs
- Gewi 500 20mm bar 7m – 1,000 pcs
Accessories:
- Gewi 500 – 25mm Dome Nut (Galvanized) – 10,000 pcs
- Dome Plate 150 x 150 x 8mm (Galvanized) – 10,000 pcs
- Gewi 500 – 25mm Dome Nut (Ungalvanized) – 10,000 pcs
- Dome Plate 150 x 150 x 8mm (Ungalvanized) – 10,000 pcs
Key Responsibilities:
- Supply galvanized and ungalvanized dowels, GEWI dome nuts, and dome plates in the specified quantities and sizes
- Ensure all items comply with required technical specifications and provide certificates of conformance/test results where applicable
- Deliver items securely packaged and clearly labeled (size, type, quantity)
- Transport and deliver all materials to the designated KKM-JV site within the agreed timeframe
- Accept inspection of goods on delivery; replace any non-compliant or damaged items at supplier’s cost
- Provide delivery notes, invoices, certificates, and any necessary customs paperwork with each delivery
4. Eligibility Requirements
Interested bidders must submit the following mandatory documents. Failure to submit any will result in automatic disqualification:
- Valid Company Registration Certificate (Lesotho or South Africa)
- Valid Tax Clearance Certificate
- Trader’s License (Lesotho entities) or CIPC Certificate (South African entities)
- VAT Registration Certificate
- Company Profile
- B-BBEE Certificate (for South African registered companies)
- Proof of experience in supply and delivery of similar products (minimum two reference letters)
- Proof of comprehensive fleet insurance (covering transportation of heavy, oversized, and high-value loads, including third party liability; valid in Lesotho and South Africa)
- Cross border permits between Lesotho and South Africa
- Abnormal Load Permit (specifying mass, width, and height of the load)
- Three (3) years’ audited financial statements
- Priced Quotation (VAT inclusive, clearly indicating unit price and total price for each item listed in the BoQ)
5. Evaluation Criteria
Submissions will be evaluated based on the following weighted criteria:
- Technical Compliance and Quality (25%)
- Financial Stability and Quotation Competitiveness (40%)
- Relevant Experience (20%)
- Local Participation/Preferential Procurement (15%)
