TERMS OF REFERENCE

1. PURPOSE
The purpose of this Request for Tender (RFT) is to find a suitable Service Provider to supply and deliver fifteen (15) laptops and four (4) desktops to the Land Administration Authority. The assignment shall be undertaken using the open competitive tendering method in accordance with the Public Procurement Act 2023.
2. BACKGROUND
LAA is currently looking for a Service Provider who will provide a one-off service and delivery of fifteen (15) laptops and four (4) desktops to the Head Office at Maseru for its staff members as specified below.

3. SCOPE AND SERVICES REQUIRED
The Service Provider is required to supply and deliver equipment that meets or exceeds the following specifications.

6. EVALUATION CRITERIA
All tender bids received shall be evaluated based on the following phases:
Phase One: Compliance to the specifications for both laptops and desktops (mandatory).
Phase Two: Technical and Financial Evaluation.

7. TERMS AND CONDITIONS OF PROPOSAL
- Tenderers are required to show the time of delivery, after-sale service, and warranty period.
- Tender Bids must be submitted in sealed envelopes clearly marked:
“Bid for Laptops and Desktops”
and deposited in the tender box located in the Director Secretary’s Office at the Land Administration Authority, Lepereng, not later than 12:00 Noon on Wednesday, 03rd December 2025. - Tenders will be opened the same day at 12:30 p.m. in the LAA Boardroom. Bidders or their representatives are welcome to attend.
- A recently audited financial statement of the bidder, duly signed by an audit firm or practising Chartered Accountant, must be provided.
- Three reference letters from similar previous projects must be included.
- Tenderers must quote in Maloti or Rands only; VAT must be included.
- All costs incurred in preparing tenders shall be borne by the bidder. LAA is not liable for any costs or losses resulting from participation or cancellation of the project.
- Evidence of good standing with the Company Directors or Registrar of Companies must be attached.
- LAA reserves the right to accept or reject any or all bids without obligation to award.
Scheduled Time of Delivery: Six (6) weeks after award.
8. SUBMISSION OF PROPOSALS
All completed proposals must be submitted at the Land Administration Authority by 12:00 Noon, Wednesday, 03rd December 2025.
No late bids will be accepted.
