Invitation to Bid
The Roads Directorate has allocated funds for the procurement of Renovation Works to the Roads Directorate Research and Industry Development Centre (RIDC) – TY and now invites sealed bids from eligible local contractors for the execution of these works.
Eligibility Requirements
Bidding is open to contractors registered with the Building Design Services Department of the Ministry of Public Works and Transport in Category B, and who meet the qualification requirements specified in the Bidding Documents.
Procurement Method
Bidding shall be conducted through Open Competitive Bidding in accordance with the Public Procurement Act, 2023, the Public Procurement Regulations, and the provisions of the Bidding Documents.
Inspection of Bidding Documents
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given under the addresses section below during normal working hours, from 08:00 hours to 16:30 hours, Monday to Friday.
Purchase of Bidding Documents
The Bidding Documents, prepared in the English language, may be purchased by interested eligible bidders upon payment of a non-refundable fee of Five Thousand Maloti (LSL 5,000.00).
The method of payment for purchasing the tender documents shall be by transfer or deposit into the following bank account:

Proof of payment must be presented to the Roads Directorate.
Facilities will also be available for purchasing the tender documents by POS/swiping at the Finance Division (Room G03), Roads Directorate Headquarters.
Submission of Bids
Bids must be delivered to the address specified under the addresses section below on or before 6 August 2026 at 10:00 a.m.
Each bid shall be accompanied by a Bid Security of Fifteen Thousand Maloti (LSL 15,000.00) in the form specified in the Bidding Documents. The Bid Security shall remain valid for the period specified in the Bidding Documents.
Late bids shall not be accepted.
Bid Opening
Bids will be opened publicly on 6 August 2026 at 10:30 a.m. at the address specified under the addresses section below, in the presence of bidders’ representatives who choose to attend.
Compulsory Pre-bid Meeting and Site Visit
A compulsory pre-bid meeting and site visit will be held at the Roads Directorate Research and Industry Development Centre (RIDC) on 23 July 2026 at 10:30 a.m.
Attendance at the compulsory site visit is a mandatory requirement for bid submission.

Requests for clarification shall be submitted in writing within the period specified in the Bid Data Sheet. The Procuring Entity shall respond to all requests for clarification in accordance with the provisions of the Instructions to Bidders.
