INVITATION TO RE-TENDER
MoLGCHAP 13/2025/2026
The Ministry of Local Government, Chieftainship, Home Affairs and Police invites tenders from building contractors legally registered with the Ministry of Public Works (Category A and B) for the renovation of the Police Headquarters building, other Police Stations, and staff houses for the financial year 2025/2026.
1. TERMS AND CONDITIONS
1.1 Bidders are expected to use bid forms provided by the Department of Police for uniformity. Bidders who do not use the form will be disqualified.
1.2 Prices should include all relevant costs (e.g., transport costs and VAT). The acceptance of any tender will not necessarily be based on the lowest price.
1.3 Bidders are advised to stick to specifications; no extra points will be awarded for bonus specifications.
1.4 Tender documents must be valid for a period of 90 days from the date of submission.
1.5 Bidders must quote for all items in a category. Bidders who do not quote for all items in a category shall be disqualified.
1.6 Bidders must attach the Certificate of Bona Fide Tendering, stamped and signed.
1.7 Bidders should attach an original copy as proof of payment receipt.
1.8 Mandatory site inspection is expected from all prospective bidders. Failure will result in disqualification.
2. TECHNICAL SPECIFICATION
2.1 Bidders must outline a clear cost estimate for the renovations in the forms provided by the LMPS.
2.2 Bidders must reflect competence in construction or renovations (attach a reference letter of previous work in construction or renovations).
NB: The Department of Police will not take any responsibility for damages or injuries incurred during these renovations. The Department reserves the right to inspect works during renovations.

NB: The project is expected to be completed within four (4) months after contract signing.

5. MANDATORY REQUIREMENTS
5.1 Valid copy of Registration Certificate from the Ministry of Public Works and Transport – BDS (certified at source).
5.2 Original bid document with signed covering letter or quotation.
5.3 Copy of Tax Clearance Certificate certified at source.
5.4 VAT Certificate (Category A or B contractors).
5.5 Copy of Trader’s License certified at source.
5.6 Recent bank statement (3 months before date of publication of tender – July, August, and September 2025).
5.7 A refundable bid security of M50,000.00 in the form of a Bank Guarantee.
5.8 Credit line from the bank equivalent to the contract/project sum.
NB: For margin of preference to be applied as stipulated in the Public Procurement Regulations 2025, bidders must attach documentary proof of shareholding:
- Memorandum and Articles of Association (Certificate of Incorporation) for a company, or proof from the Commissioner of Oaths for a sole proprietor.
- Certified copy of identity documents (National ID or Passport).
Detailed tender documents are available at the Procurement Unit from 06 October 2025 at Maseru (Police Headquarters), Monday to Friday from 08:00 hrs to 15:30 hrs, at a non-refundable fee of M2,000.00 for Category A and B contractors, payable at the Police Headquarters Revenue Office, 1st Floor.
SUBMISSION
All tenderers must deposit their original tenders with four copies in the Tender Box situated at:

Deadline: 27 October 2025, on or before 10:30 hrs.
Late tenders will not be accepted.
Tenders will be opened in the presence of bidders or their representatives who choose to attend at 11:00 hrs on the same day at the Ministry of Local Government, Chieftainship, Home Affairs & Police, Moposo Building, Fifth Floor, Boardroom.
Tenders bearing no identification of the bidder must be sealed and clearly marked:
“Renovation of Police Headquarters Building for the Financial Year 2025/2026 – Ministry of Local Government, Chieftainship, Home Affairs & Police.”
The Government of Lesotho – Procurement Committee reserves the right to accept or reject any tenders that do not comply with terms and conditions. All prospective bidders must be compliant with their tax obligations.
