INVITATION TO TENDER
RENOVATION AND CONSTRUCTION WORKS
The Ministry of Public Works and Transport invites tenders from Category “A” and “B” contractors (Builder’s Work), registered with Building Design Services (BDS), to submit bids for the following projects:

Note: Tenderers shall not be awarded more than one Lot.
1. Availability of Documents
Tender documents for Lot A, B, and C can be purchased during office hours from 08:30 to 12:45 and 14:00 to 16:30,
from 03 November 2025 to 04 December 2025,
at the BDS Accounts Offices, Room 12 & 13.
Bidding documents will be collected from the Procurement Unit, First Floor, Ministry of Public Works & Transport, from 09:00 to 16:00.
2. Closing Date and Tender Opening
- Submission Deadline: Thursday, 04 December 2025 at 10:00 a.m.
- Opening of Tenders: Thursday, 04 December 2025 at 10:30 a.m.

3. Submission of Tenders
- All tenders must be deposited in the Tender Box at:
Lepoqo Road (next to Browns Cash and Carry), First Floor, Maseru, Lesotho.
Tel: (+266) 2231 5378 - Tenders must be in properly sealed envelopes bearing no identification of the bidder and clearly marked with the relevant “Lot No. and Project Name.”
- Each bidder must submit one (1) original hard copy and one (1) soft copy (PDF format on flash drive), sealed in the same envelope.
4. Mandatory Requirements
Bidders must submit the following valid and certified documents:
- Registration Certificate from the Ministry of Public Works and Transport – BDS (certified at source)
- Valid Tax Clearance Certificate and VAT Registration Certificate
- Valid Trader’s Licence
- Bid Security (Bank Guarantee from a locally registered commercial bank) — bearing only the bidder’s name as beneficiary

6. Margin of Preference
A margin of preference shall be applied in accordance with the Public Procurement Act, 2023.
Bidders must attach relevant information as specified in the tender document.
7. Validity Period
Tenders shall remain valid for 90 days from the date of evaluation and announcement of contract award.
8. General Conditions
- Terms and conditions for Government contracts shall apply to all requirements under each Lot.
- The Procurement Committee reserves the right to accept or reject any or all tenders.
- The Ministry is not bound to accept the lowest-priced tender.
