TENDER NOTICE

Rehabilitation of St. Michaels – Likalaneng A3 Road (±56.8 km)

1. The Roads Directorate has received financing from the Government of Lesotho (GoL) and intends to apply part of the proceeds toward payments under the contract for the Rehabilitation of St Michaels – Likalaneng A3 Road (±56.8 km).
2. The Roads Directorate (“the Employer”) now invites sealed bids from eligible and qualified entities or persons (“Bidders”) to provide the Works described above.
3. This invitation is open to all Contractors classified under:
   • Category A,
   • Category A-International, and
   • International contractors able to provide proof of payment of LSL 20,000.00 if not categorized by the Roads Directorate,
   who can demonstrate relevant capacity and experience in rehabilitation and/or construction of roads and/or equivalent works of similar nature and complexity. Qualification requirements are fully described in Section 1 of the Bidding Documents and include:
   • Company registered locally under the Laws of the Kingdom of Lesotho or internationally recognized registration,
   • Completion of similar projects in the past ten (10) years.
4. Contractor selection will follow a Competitive Bidding (CB) procedure using a Single Envelope tender submission. A margin of domestic preference shall apply.
5. Interested Bidders may obtain further information from the Roads Directorate Procurement Office and inspect the bidding documents during office hours (08:00 – 17:00) at the address below:

   Sealed submissions must comprise:
   • One (1) original
   • Four (4) copies
   • One (1) soft copy clearly labelled as stated in the Instructions to Tenderers
6. The bidding documents are available in English upon payment of a non-refundable fee of LSL 50,000.00 per project, starting Monday, 24 November 2025. Payment may be made via bank transfer or deposit to: Roads Directorate Operating Revenue Account

   Bank: Nedbank, Lesotho Proof of payment must be presented to the Roads Directorate. POS/swiping payment is also available at Finance Division (Room G03), Roads Directorate Headquarters.
7. Completed bids must be hand delivered to the Tender Box located near the Ground Floor Procurement Office (Room G11), at the address below:
   • One (1) original + four (4) copies + soft copy (USB stick)
8. Bid Submission Deadline:
   • Thursday, 18 December 2025 at 10:00 hrs (local time)
   • Bids will be publicly opened the same day at 10:30 hrs in the presence of bidders’ representatives.
   • Electronic submissions will not be accepted.
   • Late submissions will be rejected.
9. All Bids must be accompanied by a Bid Security of LSL 2,000,000.00 (Two Million Maloti) in the form of a Bank Guaranteed Cheque addressed to Roads Directorate.
10. Each bid must include:

• Valid Tax Clearance Certificate
• Valid Trader’s License
• All copies certified at source

Bids must include VAT and comply with Government of Lesotho tax obligations.

11. A non-compulsory site visit (at the Tenderers’ own cost) will take place:

• 04 December 2025 at 08:30 hrs
• Meeting point: St. Michaels Junction
  (Coordinates: E27.673747, S29.424123)

Failure to attend the site visit will result in disqualification.
A non-mandatory Pre-Tender Conference will also be held on-site on the same date.

12. The Roads Directorate reserves the right to accept or reject any or all submissions.
