1. Background
The government of Lesotho is implementing the Smallholder Agriculture Development Project II (SADP II) with financial support from The World Bank, Government of Japan and the International Fund for Agricultural Development (IFAD). The project covers ten districts – Maseru, Leribe, Butha-Buthe, Berea, Mafeteng, Mohale’s Hoek, Quthing, Qacha’s Nek, ThabaTseka and Mokhotlong. SADP is coordinated by the Project Management Unit based in Maseru. The Ministry of Agriculture and Food Security intends to apply a portion of the proceeds of this loan to eligible payments under the contract of rehabilitation of Irrigation Schemes in Berea at Bela-Bela.
2. Invitation to Bid
The MAFS through SADP II now invites sealed Bids from eligible Bidders for rehabilitation of Irrigation Schemes in Berea at Bela-Bela, and Liolong Thaba Bosiu Maseru for a period of 6 months. Bidders may bid for all contracts; however, one bidder will be awarded a maximum of two sites.
3. Procurement Method
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations.

7. Bid Submission
Bids must be delivered to the address below on or before:
12th December 2025 at 12:30 hrs
Electronic Bidding will not be permitted.
Late Bids will be rejected.
Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at:

8. Bid Security
All Bids must be accompanied by a Bid Security of LSL 20,000.00.
9. Beneficial Ownership Disclosure
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document. (Applicable as per Procurement Plan.)
