LETTER OF INVITATION
Rehabilitation of A4 Road from Mpiti – Sehlabathebe Junction to Qacha’s Nek Border
1. Funding Availability
The Roads Directorate has funds available towards the cost of the Rehabilitation/Construction of the A4 Road from Mpiti–Sehlabathebe Junction to Qacha’s Nek Border Gate.
2. Invitation to Tender
The Roads Directorate now invites proposals from International Contractors and Local Registered Contractors categorized under Category A by the Roads Directorate.
This invitation is open to contractors who can demonstrate relevant capacity and experience in road rehabilitation and construction.
3. Site Visit & Pre-Tender Briefing
A non-compulsory site visit and pre-tender briefing will be held on:
- Date: Friday, 10th October 2025
- Time: 10:00 hrs
- Assembly Point: Mpiti–Sehlabathebe Junction
- Coordinates: 29°05′33″ S, 27°44′56″ E
4. Tender Submission Requirements
All tenders must:
- Be submitted in sealed envelopes, clearly labeled as per the Instructions to Tenderers.
- Include a Tender Security of Fifty Thousand Maloti (M50,000.00) in the form of a Bank Guarantee, as stated in the Tender Document.
- Attach certified copies (at source) of:
- Valid Tax Clearance Certificate
- Valid Trader’s License Certificate
(In accordance with the Lesotho Public Procurement Act, 2023)
5. Submission Details
Each bid must include:
- 1 original, 3 copies, and a soft copy on a memory stick.
- All documents must be clearly marked “original” or “copy”.
- All documents must be placed in a sealed envelope with no identification of the bidder, and clearly marked:
“Rehabilitation of A4 Road from Ha Mpiti to Qacha’s Nek Border Gate”

Thursday, 30th October 2025 at 10:00 Noon
(Late bids will be rejected) - Bid Opening:
Same day at 10:30 hrs by the Roads Directorate’s Tender Board,
in the presence of bidders or their representatives who choose to attend.
