LETTER OF INVITATION FOR OPEN TENDER
Rehabilitation and Reconstruction of the A2 Road from Moshoeshoe I Airport Turn-off (B22) to Mafeteng Traffic Circle
The Government of the Kingdom of Lesotho through the Roads Directorate invites Contractors from suitably qualified locally registered Category A Contractors and International Contractors, with specific experience in Road Rehabilitation and Reconstruction, to bid for rehabilitation of a bitumen surfaced A2 road, comprising urban and rural sections, commencing at Moshoeshoe I Airport Road Turn-off (B22) and concluding at Mafeteng Traffic Circle (±64km).
1. Project Scope
The works under the project include road rehabilitation and/or reconstruction and entail a bitumen surfacing, a combination of granular and cemented road pavement layers, bridges and culverts (including some replacements and extensions), relocation of existing services covering telecommunications, electrical cables and water pipelines, and installation of street lights at selected sections for the A2 Road from Moshoeshoe I Airport Turn-off (B22 Road) to Mafeteng Traffic Circle.
2. Registration for International Companies
International companies not categorized by Roads Directorate shall pay a non-refundable registration of M20,000.00 (Twenty Thousand Maloti) if they pass a pre-qualification stage in order to be eligible to submit a bid.
3. Eligibility & Qualification Requirements
Eligibility and qualification will be conducted through the procedures specified in the bid document, to be issued in soft copy upon payment of a non-refundable fee of M5,000.00 (Five Thousand Maloti).

4. Site Inspection
A mandatory site inspection has been organized as follows:
- Date: 28th November 2025
- Time: 09:00 hrs
- Assembly Point: Mafeteng Police Station
- Coordinates: 29°49’16.77”S, 27°14’18.68”E
- Inspection concludes with a briefing at Roads Directorate HQ, Corner Senate and Lepoqo Street, Maseru West Industrial Area (Opposite Browns Wholesalers).
Prospective bidders must attend at their own cost and risk. Bidders are encouraged to confirm transport suitability.
5. Availability of Bid Documents
Bid documents may be purchased starting from 24th November 2025.
6. Mandatory Attachments
Bidders must submit:
- A valid Tax Clearance Certificate (certified at source)
- A valid Trader’s License (certified at source)
7. Submission Requirements
Bids must include:
- Original + four (4) copies in sealed envelopes
- A soft copy on a flash drive containing PDF versions of all documents and editable Word, Excel, and MS Project native files
