PROJECT NAME: Provision of Security Services for Mafeteng Hospital, Lecoop Clinic, Lits’oeneng, Ts’akholo, Malealea, Thaba-Ts’oeu, Thabana Morena and Sekameng Health Centers
The Government of the Kingdom of Lesotho intends to utilize its funds towards the cost of improving health services through the engagement of eligible security service providers.
The Ministry of Health now invites sealed bids from suitably qualified bidders for the provision of security services at Mafeteng Hospital, Lecoop Clinic, Lits’oeneng, Ts’akholo, Malealea, Thaba-Ts’oeu, Thabana Morena and Sekameng Health Centers for a contract period of two (2) years.
Bid documents are obtainable from the Procurement Unit, District Administrator’s premises, Mafeteng, from 24th October 2025 to 27th November 2025, at a non-refundable participation fee of M1,500.00 (One Thousand Five Hundred Maloti) payable at Mafeteng Hospital Revenue Office.
Sealed bids in two (2) separate envelopes per lot — one (1) original and four (4) copies — bearing no identification of the bidder shall be marked:
“Provision of Security Services to the Ministry of Health – Lot No.”
and should be deposited in the tender box situated at the District Procurement Unit, District Administrator’s premises, Mafeteng, on or before 27th November 2025 at 10:00 hrs.

LOT 1: Mafeteng Hospital
Day Time
- Mafeteng Hospital: 6 unarmed guards and 6 armed guards
Night Time
- Mafeteng Hospital: 6 unarmed guards and 6 armed guards
LOT 2: Lecoop, Thaba-Ts’oeu, Thabana Morena, Malealea, Lits’oeneng, Ts’akholo, Sekameng Health Centers
Day Time
- One (1) unarmed guard and one (1) armed guard per health center
Night Time
- One (1) unarmed guard and one (1) armed guard per health center
Note: Interested bidders can bid for more than one lot.
MANDATORY REQUIREMENTS
- Valid Form 2A Private Security Office Act 2002 Registration Certificate (certified at source)
- Valid Tax Clearance Certificate
- Firearm Certificate (certified at source)
- Proof of insurance covering employees (certified at source)
- Site Visit Certificate
- Line of Credit (LOC) from a reputable financial institution equivalent to M250,000.00 per lot
- Power of Attorney
- Certificate of Bona Fide Tendering
EVALUATION OF BIDS
Once proposals have been received, they will be evaluated using a formal evaluation model attached to this tender document. Evaluation of the offers will aim to establish the most advantageous solution for the Ministry of Health, and the award of tenders will be based on this.
Each lot will be evaluated separately. The problems of one lot will not affect the other lot or items.
