TERMS OF REFERENCE
Provision of Microsoft Office Business Licenses for a Period of 36 Months
1. PURPOSE
The Land Administration Authority (LAA) is looking for a suitable service provider to supply and deliver the renewal of Microsoft Office Business Standard and Microsoft Office Business Premium Licenses for a period of 36 months (payable annually).
2. BACKGROUND
LAA is currently using Microsoft Office 365 Business Standard and Microsoft Office 365 Business Premium to access Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook, and other Microsoft Office applications.
3. SCOPE AND SERVICES REQUIRED
The following is required from potential service providers:

Note: The appointed service provider is expected to sign a 36-month contract (payable annually).
4. TERMS AND CONDITIONS OF PROPOSAL
- All costs and expenses incurred by potential service providers in preparing their project proposals will be borne by the respective service providers.
- LAA is not liable to pay such costs or reimburse service providers under any circumstances, including rejection of proposals or cancellation of the project.
5. EVALUATION CRITERIA
5.1 Evaluation Phases
- Phase One: Compliance with the Terms of Reference and Conditions of Proposal.
Failure to meet any of the conditions will result in automatic disqualification. - Phase Two: Preference points on specific goals as follows:

5.2 Price: (VAT included)
- Price will be evaluated with reference to the total fixed proposal amount inclusive of VAT.
- The service provider with the lowest price shall score the maximum of 80 points.
6. SUBMISSION OF QUOTATION
Project proposals must be submitted in a sealed envelope, marked as confidential, and clearly labeled:

Proposals must be deposited in the Tender Box located at:
Land Administration Authority Headquarters, Maseru
It remains the responsibility of the service provider to ensure that their tender offer reaches the LAA office no later than the closing date and time.
