Procurement: Plant and Design Build of the Rehabilitation of the Maseru Private Siding Railway Track in Maseru District
Invitation to Bid
The Roads Directorate has set aside funds and invites bids from local and international railway maintenance contractors meeting the post-bid qualifications as set out in the Bidding Documents for the Plant and Design Build of the Rehabilitation of the Maseru Private Siding Railway Track in Maseru District.
Procurement Method
Bidding shall be conducted through Open Competitive Bidding in accordance with the Public Procurement Act, 2023, the Public Procurement Regulations, and the provisions of the Bidding Documents.
Inspection of Bidding Documents
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address provided under the addresses section below during normal working hours from 08:00 hours to 16:30 hours, Monday to Friday.
Purchase of Bidding Documents
The Bidding Documents, prepared in the English language, may be purchased by interested eligible bidders upon payment of a non-refundable fee of Five Thousand Maloti (LSL 5,000.00).
Payment for the tender documents shall be made by transfer or deposit into the following bank account:

Proof of payment must be presented to the Roads Directorate.
Facilities will also be available for purchasing the tender documents by POS/swiping at the Finance Division (Room G03), Roads Directorate Headquarters.
Submission of Bids
Bids must be delivered to the address specified under the addresses section below on or before 20 August 2026 at 10:00 a.m.
Each bid shall be accompanied by a Bid Security of One Hundred Thousand Maloti (LSL 100,000.00) in the form specified in the Bidding Documents. The Bid Security shall remain valid for the period specified in the Bidding Documents.
Late bids shall not be accepted.
Bid Opening
Bids will be opened publicly on 20 August 2026 at 10:30 a.m. at the address specified under the addresses section below, in the presence of bidders’ representatives who choose to attend.
Non-Compulsory Site Visit and Pre-Tender Briefing
A non-compulsory site visit and pre-tender briefing, at the tenderer’s own cost, have been organised on 30 July 2026.
Prospective bidders are requested to assemble at the Maseru Industrial Area at the Railway Level Crossing next to Builder’s City Hardware Store and Lesotho Flour Mills (29°17’45.73″S, 27°28’44.52″E) by 09:30 a.m.
The site inspection tour shall commence at 10:00 a.m. and shall be followed by a question-and-answer session (pre-bid conference) to be held immediately after the inspection visit at the end of the tour.

Requests for clarification shall be submitted in writing within the period specified in the Bid Data Sheet. The Procuring Entity shall respond to all requests for clarification in accordance with the provisions of the Instructions to Bidders.
