MOHALE’S HOEK DISTRICT COUNCIL
INVITATION TO TENDER NO: MDC/01/2025/2026
The Ministry of Local Government and Chieftainship, Police and Home Affairs – Mohale’s Hoek District Council has received funds from the Government of Lesotho and intends to apply these funds for Maintenance and Repairs of Tipper Trucks. Potential bidders are invited to bid for the period of two years (2025–2026, 2026–2027 financial year).
In order to qualify for bidding, bidders must pay a registration fee of Two Thousand Maloti (M2,000.00). Tender documents are obtainable at Mohale’s Hoek District Council (Procurement Unit) during working hours (09:30–15:00) from 4th November 2025. Documents will be provided upon presentation of a receipt from Mohale’s Hoek District Council’s Accounts Office.
SCOPE OF THE PROJECT
Maintenance and Repairs of Tipper Trucks for Mohale’s Hoek District Council.
There is only one lot made up of the following trucks (full details in the bid document):
- Mercedes Benz trucks and water tankers — 8
- Hino trucks — 3
TIME TABLE
- ITT issued: 23rd October 2025
- Site visit: 4th November 2025, 10:00 hrs
- Deadline for clarifications: 19th November 2025
- Tender submission date & time: 27th November 2025, 12:00 hrs
- Tender opening date & time: 27th November 2025, 12:15 hrs
- Evaluation and contract award: 1st December 2025 – 11th December 2025
SPECIAL REQUIREMENTS
- Bid Security: An amount of 1% of the tendered price drawn in favour of Mohale’s Hoek District Council from a financial institution recognized by the Central Bank of Lesotho.
- Site visits: Compulsory and at the bidders’ expense.
MANDATORY REQUIREMENTS
Bidders who do not comply with the following will be disqualified:
- Relevant and valid Trader’s License
- Valid Tax Clearance Certificate (certified at source)
- Site visit Certificate of Attendance
- Company profile
- Signed and stamped Letter of Association/Joint Venture agreement (where applicable)
- Power of Attorney (for existing joint ventures, companies, and societies)
- Letter of Intent (only for companies intending to form a Joint Venture)
- Certificate of Incorporation and Power of Attorney (companies)
- Completed and stamped Certificate of Bonafide (supplier’s stamp)
- Completed Statement of Commitment
- Filled Form of Response
Bidders who have not completed their previous contractual obligations with District Councils by the date of publication of this tender notice will NOT be considered and MUST NOT tender for this project.

TENDER ISSUANCE AND SUBMISSION
The issue date for this tender is 23rd October 2025 and the closing date is 27th November 2025.
Tender response should be one original and five copies, marked ORIGINAL BID and COPIES OF BID as appropriate. All copies must be placed in one sealed envelope/packaging bearing no identification of the bidder or any other company, clearly marked:
MAINTENANCE AND REPAIRS OF TIPPER TRUCKS FOR MOHALE’S HOEK DISTRICT COUNCIL
Hand deliver to the Mohale’s Hoek District Council Tender Box situated at Mohale’s Hoek Urban Council, not later than 12:00 hrs on 27th November 2025. All tenders will be opened the same day at 12:15 hrs in the presence of bidders or their representatives who wish to attend.
SITE VISIT DETAILS
Site visit will be held at 10:00 hours at Ha-Lesala in Lesia village, Semonkong (near Litsoenya Primary School, Semonkong, Maseru).
Assembly is at 10:00 a.m.; registration will be carried out and certificates will be issued to participants.
Only entities that attend the site visit will participate in the maintenance and repairs of tipper trucks.
Representatives must bring valid Trader’s License and Tax Clearance of their entities as proof during the site visit.
