INVITATION TO TENDER
Tender No: BDC/D/2/2025/2026

BACKGROUND

The Ministry of Local Government, Chieftainship, Home Affairs and Police (MOLGCHP) – Berea District Council has received funds from the Government of Lesotho and intends to apply these funds for Maintenance and Repairs of Rural Roads Construction Plant and Machinery.

Eligible suppliers who own motor garages are therefore invited to bid for a two-year period covering 2026/2027 to 2028/2029.

REGISTRATION OF TENDER DOCUMENTS

Tender documents are available at Berea District Council upon payment of a non-refundable registration fee of M2,000.00 (Two Thousand Maloti only).

The stamped bank confirmation slip must be taken to the Accounts Office at Berea Urban Council for receipt issuance.

SCOPE OF THE PROJECT

Maintenance and Repairs of Rural Roads Construction Plant and Machinery for the Makeoane Rural Roads Project.

The project is divided into five (5) lots, consisting of the following items (details provided in the bid document):

Note:
Bidders may submit bids for all lots. However, a successful bidder will normally be awarded only one lot, unless the number of compliant bidders is fewer than the available lots. In such cases, more than one lot may be awarded depending on bidder capacity.

SPECIAL REQUIREMENTS

Bid Security:
2% of the tendered price per lot, drawn in favour of Berea District Council, from a bank or financial institution recognised by the Central Bank of Lesotho.
Performance Guarantee:
Successful bidders must provide a 10% performance guarantee before contract signing, issued by a bank or institution recognised by the Central Bank of Lesotho.

PRE-TENDER MEETING AND SITE VISIT

Compulsory Pre-Bid Meeting:

Time: 10:00 AM
Venue: Berea District Council
Site Visit:
Compulsory.
Date to be communicated during the pre-bid meeting.
Costs to be borne by the bidder.

MANDATORY REQUIREMENTS

Failure to comply with any of the following will result in automatic disqualification:

Relevant and valid Trader’s Licence
Valid Tax Clearance Certificate
Valid DRWS Certificate (certified at source)
2% Bid Security per lot
Attendance Certificate for compulsory pre-tender meeting and site visit
Company profile with clear IBR Number
Notarised Power of Attorney (for joint ventures, companies, or societies)
Certificate of Incorporation and Company Extract (for companies)
Completed and stamped Certificate of Bona Fide
Completed and stamped Statement of Commitment

TENDER SUBMISSION AND OPENING

Completed tender documents must be delivered in original hard copy to the tender box at Berea District Council, not later than 10:00 AM on 12 January 2026.

Tenders will be opened on the same day at 10:30 AM in the presence of bidders or their representatives.

Sealed envelopes must bear no identification of the bidder and must be clearly marked:

“MAINTENANCE AND REPAIRS OF RURAL ROADS CONSTRUCTION PLANT AND MACHINERY”
