Invitation to Bidders
The Roads Directorate has allocated funds for the procurement and implementation of a Digital Document Workflow and Electronic Signature Solution and now invites sealed bids from eligible and qualified firms for the provision, configuration, integration, testing, commissioning, training and support of a secure cloud-hosted Software-as-a-Service (SaaS) platform for an initial term of three (3) years.
Bidding is open to legally registered firms that are authorised to license, implement and support the proposed Digital Document Workflow and Electronic Signature Solution, possess relevant experience in comparable SaaS workflow and electronic-signature implementations, and meet the qualification requirements specified in the Bidding Documents.
Bidding shall be conducted through Open Competitive Bidding in accordance with the Public Procurement Act, 2023, the Public Procurement Regulations, and the provisions of the Bidding Documents.
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below during normal working hours from 08:00 hours to 16:30 hours, Monday to Friday.
Purchase of Bidding Documents
The Bidding Documents, prepared in the English language, may be purchased by interested eligible bidders upon payment of a non-refundable fee of Five Thousand Maloti (LSL 5,000.00).

Compulsory Pre-Bid Meeting and Solution Briefing
A compulsory pre-bid meeting and solution briefing shall be held:

Attendance is mandatory. A bidder that is not represented at the meeting shall be considered non-responsive, subject to the applicable procurement legislation.
Submission of Bids
Bids must be delivered to the Tender Box situated near Procurement Office (Room G11), Roads Directorate Headquarters, on or before:
Deadline: 8 October 2026 at 10:00 a.m.
Each bid shall be accompanied by a Bid Securing Declaration in the form specified in the Bidding Documents. The Bid Securing Declaration shall remain valid for the period specified in the Bidding Documents.
Late bids shall not be accepted.
Public Opening of Bids
Bids will be opened publicly in the presence of bidders’ representatives who choose to attend.
