TENDER FOR SUPPLY, DELIVERY AND ERECTION OF PARK HOME STRUCTURES AND CUSTOMISED SHIPPING CONTAINERS FOR ROAD FUND BORDER FACILITIES

Background and Requirements
The Road Fund Secretariat invites bids from suitably qualified companies and contractors with the capacity to supply, customise, deliver, and erect shipping containers and park home structures for border gate facilities. Specifications are provided in Table 1 below:

Bidding Guidelines
- Contractors/suppliers may bid for one lot, any combination of lots, or all lots.
- Each contractor shall submit only one quotation for the selected lot(s).
- Evaluation will be conducted on a lot-by-lot basis.
- A maximum of two lots will be awarded per contractor/supplier. More may be awarded if other bidders are non-compliant or do not offer value for money.
Tender Documents & Clarifications
- Interested eligible contractors/suppliers may obtain a complete set of Tender Documents in English from the Road Fund Secretariat website: [email protected].
- Requests for clarifications must be submitted in writing to the same email address no later than 5th November 2025.
Submission Details
- Bids must be delivered to the address below on or before 19th November 2025 at 11:00hrs.
- Late bids will be rejected.
- Tenders will be opened in the presence of Tenderers and/or their representatives who choose to attend in person at the Road Fund Secretariat Boardroom on 19th November 2025 at 11:15hrs.
- Telefax and Email Tenders will not be accepted.
Bid Security
- All bids must be accompanied by a bid security of 2% of the bid amount per lot, in the form of a Bank Guarantee valid for 120 days.
Mandatory Documents
Bidders must submit the following valid documents:
- Tax Clearance Certificate
- Trader’s License
- Certificate of Bona Fide Bidding
- Ministry of Public Works Registration Certificate
Non-compliance may invalidate a bid.
Qualification Requirements
Per lot, bidders must demonstrate:
- Minimum five years of business experience in similar jobs
- Successful completion of similar contracts totaling not less than M600,000.00 in the past five years
- Evidence of capital or lines of credit of at least 50% of the bid amount
- Other requirements as specified in the tender document
A margin of preference for local companies will be applied during evaluation.
Site Visit
A mandatory bidder’s conference/site visit will be held as per the schedule in Appendix 1 of the tender document.
