TERMS OF REFERENCE
SINGLE CAB/BAKKIE SERVICE PROVIDER
The Land Administration Authority (LAA) is an Agency of the Government of Lesotho, under the Minister of Local Government and Chieftainship. The LAA was established as an autonomous government body by the Land Administration Authority Act No. 9 of 2010 to reduce land transaction costs as well as turnaround time for registration of the transactions.
More specifically, the LAA:
- Administers the lease-holding land system (leasehold title, grant of consents for transactions and keeps all land holding records).
- Administers the land deeds registration system.
- Administers cadastral surveys and all national spatial data.
- Provides dispute resolution services for land matters.
- Advises the Minister of Local Government and Chieftainship and the Government of Lesotho on land administration laws and policies.
Single Cab/Bakkie Service
LAA is seeking to engage a Service Provider to provide a Single Cab/Bakkie four-wheel general purpose utility vehicle with two (2) compartments:
- The front cabin/cab with two (2) side doors seating driver and one (1) passenger on a full-width seat.
- The open rear deck for loading.
Other Requirements
Unit:
- Must be at least ten (10) years in the Fleet Service Provision Market.
- Availability of spare parts all over the Southern Africa Region.
- Basic tool kit with complete set of tools, new spare tire, early warning device, tint, floor matting and rain visors.
- Free RSL and Traffic Department registrations for the first year.
- Free labor on preventive maintenance service within the first 5,000 kilometer check-up as the minimum.
- With air-conditioning unit.
- With mag-wheels.
Dealers:
- Must be at least ten (10) years in the business as authorized dealer of brand new vehicles.
- Dealer must have service centers within Lesotho.
Technical Specifications:
- Quantity: One (1) unit Brand New Single Cab or Bakkie Vehicle
- Type: Four-wheel utility, long-base
- Engine: 4 Cylinder
- Fuel Type: Diesel-fed or Gasoline-fed
- Transmission: Automatic or Manual
- Engine Displacement: Not exceeding 2,500 cc for diesel or 1,500 cc for gasoline
- Power Train: Rear wheel drive
- Audio: DVD player / Tuner
- Color: White

The delivery period of the above item shall be within fifteen (15) calendar days upon receipt of the approved Notice to Proceed (NTP) and the delivery site shall be at:

Payment Terms:
The payment shall be done within fifteen (15) calendar days after complete delivery and written acceptance of deliverables by General Services Division.
Evaluation Criteria:
All proposal offers received shall be evaluated based on the following phased approach:
- Phase One: Compliance to the terms of reference and conditions of the proposal. Failure to meet any of the conditions of the proposal will automatically disqualify your proposal at this phase.
- Phase Two: Preference points on specific goals as follows:
